The mission of Information & Technology Solutions (ITS) in the World Bank Group is to leverage information and technology as a force multiplier to accelerate, deepen, and sustain development impact. In line with the WBG Evolution Roadmap, ITS is undergoing a significant transformation aimed at enhancing its efficiency, effectiveness, and overall impact to increase and accelerate value creation.
Part of this transformation includes transition to an Agile organization and operating model and designing and implementing a new Dynamic People Model.
About ITS Business Administration
ITS Business Administration department is responsible for managing the business of ITS, and ensuring strategic alignment of ITS priorities with WBG priorities. The department serves as a catalyst for transformation in ITS, and is focused on maintaining end-to-end accountability for IT governance, performance management, and financial management; developing a future ready ITS workforce and dynamic people model; leading the transformation of ITS to an adaptive organization, and developing and executing a multi-year strategy and roadmap in alignment with the broader WBG strategic priorities.
About the Role:
As part of the IT transformation, ITS Business Administration (ITSBA) is spearheading the transition to the Dynamic People Model and collaborating with internal and external partners to enhance IT workforce planning and development. This includes, among others, updating IT job architecture, aligning it with industry standards, designing a skills assessment approach, and strengthening workforce planning practices. ITSBA is seeking a Workforce Planning Analyst (ETC1) to support these efforts. This is a 1 year Extended Term Consultant position.
Key Responsibilities:
Agile Workforce Planning & Job Architecture Implementation:
Support finalization, validation, and rollout of the updated IT job architecture.
Conduct market research to align job roles and career paths with industry best practices.
Implement agile workforce planning practices to align IT talent with business objectives.
Partner with HR and IT leadership to optimize workforce structures and resourcing models.
Skills Assessment & Workforce Development:
Support design and roll out an enterprise-wide IT skills assessment framework.
Help integrate skills inventory and define critical skills, capabilities, and competencies for the future agile IT workforce.
Integrate skills assessment insights into workforce planning and talent development initiatives.
Change & Stakeholder Management:
Develop and execute communication and change management strategies for job architecture updates and skills assessments.
Collaborate with IT leadership, HR, and workforce planning teams to ensure alignment and effective implementation.
Develop training materials and conduct workshops to drive awareness and adoption of workforce planning initiatives.
Data Analysis & Reporting:
Collect, analyze, and visualize workforce data to support decision-making.
Develop dashboards and reports to track workforce planning metrics and skills gaps.
Provide insights and recommendations to optimize IT workforce strategies.
Selection Criteria
Bachelor's Degree in Business Administration, IT Management, Organizational Development, or a related field.
2-4 relevant years of experience in IT workforce development, employee engagement, organizational design, and/or working with Agile practices in organizations.
Related learning program and/or certifications a plus including SAFe Agilist, Change Management, Workforce Planning Professional (CWPP), Data Analyst Associate (Power BI), ScrumMaster, Association of Talent Development certifications, etc.
Strong analytical skills with experience in data analysis, workforce/resource forecasting, and reporting. Ability to collect, analyze, and interpret data to identify trends and make recommendations.
Experienced in using Agile principles, frameworks, and practices, including SAFE Agile/Scrum/Kanban.
Some knowledge of job architecture frameworks and skills assessments.
Experience in stakeholder engagement, change management, and communications.
Excellent communication and interpersonal skills to effectively collaborate with stakeholders.
Strong people development focus, growth mindset, adaptability and collaboration skills.
Understanding of IT operational models, processes and practices.
Proficiency in Microsoft Excel, Power BI, or other analytics tools.
