Position Summary

The client is seeking a strategic Senior PMO Consultant to lead the advancement of our enterprise project management framework. This role requires a seasoned leader with experience designing and maturing PMO processes, governance structures, and operational standards. The successful candidate will architect and implement a scalable framework that drives clarity, accountability, and real-time visibility across the DIT project portfolio. The initial engagement will be for 6 months (1040 hours). The role is onsite with a standard 40-hr work week.

Outcome

The goal of this role is to evolve Department's current project management practices from project tracking into a comprehensive work management system with defined processes. By identifying holistic organizational needs and establishing agreed upon processes, the framework will enhance cross-functional visibility and standardization across all teams. Ultimately, this effort will enable actionable insights into workload and staff capacity, support effective resource management, reduce burnout, and ensure timely, successful delivery of all projects. A key outcome of this engagement would be defining and implementing leadership reporting structures to quickly grasp the operational outcomes and available capacity.

Key Responsibilities

  • Strategic Framework Development and implementation: Assess current PMO maturity and design a roadmap that aligns with business objectives and organizational priorities. Work with the PMO team to quickly operationalize the framework.
  • Governance & Process Engineering: Define and establish standardized project management processes, templates, and reporting practices that can be consistently applied across DIT.
  • Performance Measurement & Reporting: Build effective KPI and metrics for portfolio-level reporting, dynamic dashboards, and executive insights to drive data-informed decision-making.
  • Stakeholder Management: Collaborate with leadership, project managers, and staff to ensure processes meet stakeholder needs and achieve broad adoption.
  • Change Management & Training: Lead adoption efforts by developing training, communication, and support strategies that embed best practices into daily PMO operations.

Required Qualifications & Experience

  • 15+ years in project and program management, with 7+ years in a senior leadership or consulting role focused on PMO design and implementation.
  • Proven track record of maturing and implementing PMO frameworks in large, complex organizations.
  • Strong knowledge of Agile, Waterfall, and Hybrid methodologies, with the ability to adapt approaches to organizational needs.
  • Demonstrated success in establishing governance, portfolio management, and reporting standards.
  • Exceptional strategic, problem-solving, and analytical skills.
  • Superior communication and interpersonal skills, with the ability to influence senior executives and diverse stakeholders.
  • Bachelor's degree in a relevant field.

Preferred Qualifications

  • PMP, PgMP, or other relevant industry certifications.
  • Change management certification (e.g., Prosci).
  • Highly preferred expert level understanding of ClickUp PMO tool and capabilities.
  • Experience configuring and scaling project management tools to support governance and reporting needs.
  • Expertise in workload optimization and resource management.
  • Master's degree (MBA or equivalent).
  • Experience in IT projects within government or education, particularly K 12 environments
