Job Description:

We are seeking a highly skilled Business Analyst to support the Department of Health and Human Services (DHHS) in Washington, DC. The ideal candidate will leverage industry best practices and subject matter expertise to drive operational improvements and strategic alignment across various functional areas including Human Resources, Finance, Supply Chain, and Operations.

Key Responsibilities:

  • Apply industry best practices and methodologies to support DHHS objectives by analyzing and improving existing business processes.

  • Utilize a comprehensive knowledge base to develop conceptual business models and assess enterprise-level software solutions.

  • Conduct assessments of organizational structures, workflows, and functional baselines to identify performance gaps and technology limitations.

  • Provide strategic guidance in software selection, business process reengineering, and system implementation planning.

  • Identify deficiencies in IT systems that impact the organization’s ability to achieve its mission, and propose corrective strategies.

  • Develop cross-functional strategies to enhance operational efficiency across the enterprise.

  • Collaborate with business and IT stakeholders to define engagement direction, ensuring alignment with organizational goals and compliance with federal regulations.

  • Participate in account strategy sessions, enterprise architecture reviews, and project design reviews.

  • Provide leadership in the resolution of complex issues affecting system functionality, user experience, and business outcomes.

  • Contribute to the development of enterprise-wide solutions and documentation, ensuring a consistent and scalable approach across departments.

Required Qualifications:

  • Proven experience in business systems analysis, preferably within federal agencies or public sector organizations.

  • Strong knowledge of enterprise resource planning (ERP) systems and commercial-off-the-shelf (COTS) software selection and implementation.

  • Experience working in or with functional areas such as HR, Finance, Logistics, and Operations.

  • Ability to identify business and IT alignment gaps and implement effective solutions.

  • Strong communication and collaboration skills, with the ability to engage both technical and non-technical stakeholders.

  • Experience conducting strategic assessments and participating in high-level design and planning sessions.
