Project Overview:

Innosoft is the prime contractor for MD THINK, supporting the management, design, development, testing, and implementation of this strategic Information Technology (IT) program. Maryland Benefits is seeking an agile development resource team with required skill sets to build and/or maintain the Maryland Benefits infrastructure/platform, applications development, data repositories, reports and dashboards, and support activities related to network services and system operations.

The Eligibility & Enrollment (E&E) Quality Control (QC) & Management Evaluation Team is responsible for ensuring the accuracy, compliance, and performance of the E&E System. The team oversees the development, maintenance, and enhancement of the QC Module within the E&E system, which monitors eligibility determinations, application processing, and case management to minimize errors and ensure regulatory compliance.


Duties/Responsibilities:

  • The Product Manager is responsible for both product planning and product marketing. This includes managing the product throughout the Product Lifecycle, gathering and prioritizing product and customer requirements, defining the product vision, and working closely with engineering to deliver winning products.
  • Contribute to the product vision and roadmap in alignment with overall business goals.
  • Understand digital services trends in the public sector, competitive analysis, and customer needs to inform product decisions.
  • Develop and maintain a prioritized product backlog, including user stories, features, bugs, and technical debt.
  • Work with UX/UI teams to ensure a seamless user experience.
  • Clearly communicate backlog items to the development team.
  • Refine and prioritize backlog items based on user value, business value, and technical feasibility.
  • Gather and analyze user needs and requirements through various methods, including user research, stakeholder interviews, and data analysis.
  • Translate requirements into clear, concise, and testable user stories with acceptance criteria.
  • Ensure that the development team understands the requirements and the intended value.
  • Act as the main point of contact between stakeholders and the development team.
  • Communicate product updates, progress, and roadblocks to stakeholders.
  • Gather feedback from stakeholders and incorporate it into the product backlog.
  • Participate in sprint planning meetings to define sprint goals and select backlog items for development.
  • Collaborate with the development team to ensure realistic sprint commitments.
  • Provide guidance and clarification to the development team during sprint execution.
  • Participate in sprint reviews to demonstrate completed work and gather feedback.
  • Ensure that the product meets user requirements, quality standards and is delivered on time.
  • Plan and execute product launches, including communication strategies, training materials, and support documentation for both internal staff and the public.
  • Monitor product performance and user feedback to identify areas for improvement.
  • Analyze data to track key metrics and measure the success of product features.
  • Continuously optimize the product based on data and user feedback.


Requirements

Education:

This position requires a Bachelor?s degree from an accredited college or university with a major in computer science, information systems, business, or other related scientific or technical discipline. Five (5) years of equivalent experience in a related field may be substituted for the Bachelor?s degree.


General Experience:

The candidate must have at least five (5) years of experience in project management.


Specialized Experience:

  • Experience with user research and usability testing.
  • One year of demonstrable experience implementing and/or working with a design system.
  • Two years of proven experience as a Product Manager or in a similar role.
  • Two years of experience working with complex requirements or rules.
  • Two to three years of experience working in an Agile/Scrum environment.
  • Three years of experience combining user needs with business constraints into design decisions that meet multiple requirements.
  • Two years of experience working with government-regulated systems, ideally related to integrated eligibility or child support systems.
  • Proven ability to interact effectively with internal and external customers at all levels, including technical team and business users.
