Job Summary
The Senior Project Manager will be responsible for successfully planning, organizing, and motivating diverse project teams throughout all phases of Waterfall, Agile, and Hybrid projects. This role will enable the transformation of identified requirements or opportunities into executable plans for delivery. The incumbent will provide project-level governance and oversight, ensuring alignment with VDOT and VITA project management practices while delivering exceptional value to the Commonwealth s internal and external stakeholders.
Key Responsibilities
- Review Statements of Requirements and RFP responses through selection/acquisition and facilitate the technical and planning aspects of the technology procurement process.
- Coordinate across multi-disciplinary teams to develop plans, goals, objectives, policies, and procedures that enable project execution, incorporating agency best practices.
- Ensure project plans include tasks, schedules, risk identification, checkpoints, status reporting, and proper resource allocation across all required disciplines.
- Seamlessly transition developed plans to internal VDOT and/or vendor teams for successful execution using PMI best practices.
- Provide governance and oversight throughout execution, including meetings, reporting, metrics, risk/issue management, and quality assurance.
- Monitor third-party vendor performance and measure progress against defined metrics and milestones.
- Manage relationships with key stakeholders at all levels, including executives, vendors, sponsors, suppliers, and technology management.
- Set initiative goals consistent with technical objectives and agency strategy.
- Ensure compliance with VDOT and VITA governance standards and practices.
- Demonstrate high emotional intelligence (EQ) to manage project challenges and foster a positive project culture aligned with VDOT s mission and values.
- Perform additional project management duties as assigned.
Knowledge, Skills, and Abilities
- Strong experience in developing, executing, and managing a portfolio of projects.
- Expertise in leading teams through the discovery and documentation of business and technical requirements (RFPs, SOWs).
- Excellent analytical, organizational, and decision-making skills.
- Exceptional interpersonal skills for collaboration, stakeholder management, and team building.
- Ability to plan and adapt in a rapidly changing environment.
- Strong verbal and written communication skills, with the ability to simplify complex issues.
- Proven ability to lead change initiatives and balance competing demands of scope, schedule, cost, and quality.
- Solid understanding of software development life cycle (SDLC) models.
- Deep knowledge of both Agile and Waterfall methodologies, with the ability to blend them in Hybrid environments.
- Familiarity with process engineering and re-engineering techniques.
Qualifications
- 15+ years of IT experience, preferably with technology infrastructure; application development experience a plus.
- 10+ years managing large-scale projects within a portfolio.
- Bachelor s degree required.
- Proficiency in Microsoft Project, Visio, and Office Suite.
- Strong financial literacy, including budgeting, accounting, and cost management.
- 5+ years of procurement management experience, including development of SOWs, RFQs, and contracts.
- PMP Certification through PMI or qualification under the Commonwealth of Virginia standards for IT Project Managers
