Salary Range: $145,600 - $166,400 per year


Location: Martinez, CA - Hybrid Role


Duties and Responsibilities:



  • Use of modern work management and collaboration processes using Project Management Tools while leading project teams within the confines of the culture and operational norms of the county

  • Coordinate user training and support.

  • Understanding and experience with modern software development, information systems infrastructure, sound IT processes and practices, and waterfall and agile project management.

  • Responsible for managing end-user requirements with regard to ease of use, trainability, and compatibility of existing systems and policies; plus develop and maintain standards for data management, integrity, security, and recovery within projects.

  • Manage high-risk, high-impact, strategic projects across a multi-disciplinary, multi-function group of technologists and business professionals.

  • Coordinate and communicate with project teams, stakeholders, vendors, and suppliers related to project development and execution.

  • Confer with representatives of user departments regarding operational and regulatory requirements, information systems capabilities, the feasibility of developing or procuring specific information systems, and the determination of system requirements and modifications.

  • Supervise the conduct of feasibility studies, the preparation of time study estimates, and progress reports on assigned projects, including conferring with vendors; assists with the evaluation and selection of contract firms, and may assist in the contracting process.

  • Serve as a project manager on major complex systems development and analysis projects, including development, infrastructure, quality assurance (test plans), regulatory, process improvement, data management, and recovery.

  • Manage projects to develop, implement, and execute large or complex computer software applications; design, configure, and test system software and debug or troubleshoot user software problems; at times acting in the capacity of an Information Systems Manager.


Requirements and Qualifications:



  • Possession of a bachelor's degree from an accredited college or university in computer science, data communication, information processing, or a closely related field.

  • Four (4) years of full-time experience managing complex information systems projects which must have included three (3) years of - project management responsibility for large applications systems and team leadership experience.

  • Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

  • Serve as a project manager on large projects.

  • Apply the principles of business or public administration and marketing.

  • Serve as an information technology administrator and perform modifications.

  • Design, configure, and test system software

  • Coordinate troubleshooting of hardware and software application problems.

  • Respond to requests and inquiries from system users.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain effective working relationships.

  • Communicate a clear understanding of the project's vision, objectives, scope of work, expected outcomes, business value and impact, timelines, cross-project dependencies, and resource level requirements.

  • Establish strong partnerships and engage with project stakeholders.

  • Use modern software development, information systems infrastructure, and sound IT processes and practices, as well as waterfall and agile project management.
