Job Description: Senior Project Manager

Location: Washington DC

Work Arrangement:

  • Location: Remote, with 4-6 trips to Washington, DC (no expenses reimbursed).
  • Hours: 8 hours/day, 5 days/week.
  • Interview Type: Webcam only.

Overview:

The position is housed under the Department of Health Care Finance (DHCF) to support the DC Access System (DCAS). The PMO Lead will act as a senior member of the DCAS Program Management Office (PMO), responsible for ensuring consistency, discipline, and excellence across the Software Development Life Cycle (SDLC). The role requires a highly organized, process-driven leader with expertise in SDLC practices, project governance, vendor management, and cross-agency collaboration.

Key Responsibilities:

  1. SDLC Leadership & Compliance:
    • Enforce and improve DCAS SDLC methodologies, processes, templates, and governance standards.
    • Ensure all projects complete requirements, design, QA, UAT, Organizational Change Management (OCM), and readiness activities before implementation.
    • Develop and maintain SDLC playbooks, workflows, checklists, and RACI charts.
  2. PMO Operations & Structure:
    • Establish PMO processes, documentation standards, and escalation protocols.
    • Serve as the first escalation point for project managers, stakeholders, and vendor partners.
    • Implement and oversee project intake, prioritization, and tracking processes.
    • Ensure consistent use of approved tools like Smartsheet, JIRA, and SharePoint.
  3. Project Portfolio Oversight:
    • Manage a diverse portfolio of DCAS initiatives, ensuring timelines, risks, and resources are proactively managed.
    • Review and approve project plans, schedules, status reports, and artifacts.
    • Provide weekly portfolio summaries with progress, dependencies, risk levels, and recommended actions.
  4. Vendor & Stakeholder Management:
    • Act as a senior liaison between internal/external stakeholders and vendor teams.
    • Hold vendors accountable for deliverables, timelines, and communication standards.
    • Facilitate cross-functional collaboration and ensure clarity of roles and responsibilities.
  5. Communication & Reporting:
    • Establish consistent reporting rhythms, dashboards, and executive updates.
    • Translate technical information into actionable updates for leadership and stakeholders.
    • Ensure proactive communication about risks, delays, and dependencies.
  6. Governance, Quality Control & Accountability:
    • Validate project artifacts for quality and compliance before approval.
    • Ensure adherence to agency policies, procedures, and federal requirements.
    • Implement corrective action plans for PMs or vendors when necessary.
  7. Change Management & Continuous Improvement:
    • Lead efforts to enhance PMO efficiency, transparency, and stakeholder satisfaction.
    • Identify process gaps and implement improvements.
    • Support organizational change management (OCM) initiatives.

Required Skills & Qualifications:

  • Technical Expertise:
    • 10+ years of project/program management experience in complex technical environments.
    • Deep knowledge of SDLC, system integrations, and public sector or eligibility systems.
    • Strong experience with tools like Smartsheet, JIRA, and SharePoint.
    • Proven ability to enforce processes and maintain structure across teams.
  • Leadership & Management:
    • 15+ years of experience managing people, performance, and developing processes.
    • Strong decision-making, conflict resolution, and escalation management skills.
    • Experience with multi-vendor coordination and accountability.
  • Professional Competencies:
    • PMP Certification required (or must be obtained within 1 year of hire).
    • Extremely organized, detail-oriented, and proactive.
    • Ability to anticipate risks and issues before escalation.

Additional Requirements:

  • Absences greater than two weeks must be pre-approved by CAI management.
  • No reimbursable expenses.
  • Acceptance of terms and conditions in the Supplier Agreement and Amendment #2022-01.
