Oracle Cloud Data Architect / Administrator

Location: Austin, TX (Hybrid 2 Days Onsite: Mondays & Thursdays)

Client: State of Texas

Local Only: Must reside within 50 miles of Austin, TX

Position Overview:

The State of Texas is seeking a highly experienced Oracle Cloud Data Architect / Administrator to lead modernization and transformation of legacy systems into modular, cloud-native data environments. The ideal candidate will have deep expertise in Oracle Database, AWS Cloud, and data architecture with a proven ability to design, implement, and optimize enterprise-level data solutions.

This hybrid position requires onsite work two days a week (Mondays and Thursdays) in Austin, TX.

Key Responsibilities:

Design and implement scalable, secure Oracle and AWS-based data architectures.

Modernize legacy data systems to cloud-native and modular structures.

Develop and maintain enterprise data models, data warehouses, and data lakes.

Optimize Oracle database performance and implement HA/DR strategies (RAC, Data Guard).

Manage RMAN backup/recovery operations and support CI/CD pipelines.

Evaluate emerging technologies (AI, ML, Big Data) for integration into healthcare data systems.

Collaborate across cross-functional teams to ensure agile delivery and data governance compliance.

Communicate complex data concepts clearly to both technical and non-technical stakeholders.

Required Skills & Experience:

8+ years of experience in Data Architecture, Data Modeling, and Data Warehousing

Expertise in Oracle Database Administration, RAC, Data Guard, and Performance Tuning

Strong in SQL, PL/SQL, and Performance-Optimized Query Development

Experience with Cloud Infrastructure Management (AWS / PaaS)

Knowledge of Cloud Security, Data Backup/Recovery (RMAN), and High Availability Systems

Experience with DevOps, CI/CD Pipelines, and Microservice-Aligned Data Structures

Strong understanding of Enterprise Architecture, SDLC, and Information Management principles

Excellent communication, leadership, and problem-solving skills

Proven experience in Integrated Eligibility Case Management Systems (IECMS) is preferred

Preferred Qualifications:

Experience in Hybrid Cloud Deployments and On-Prem to Cloud Migrations

Exposure to Healthcare Data Systems and Public Sector IT Environments

Proactive self-starter with strong attention to detail and a customer-focused approach

Additional Details:

Work Schedule: 3 Days Remote / 2 Days Onsite (Subject to Change per Manager)
