Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking a Senior PeopleSoft System Support Analyst -TL & Payroll to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

This position is responsible for the functional support of the PeopleSoft Human Capital Management (HCM) platform v9.2 Time and Labor Processing, Support and Payroll Processing. The ideal candidate will have extensive experience supporting Production processing for Time and Labor, TL Rules, Compensation policies and system related configurations tied to it within ERP system.
Responsibilities include requirements gathering, configuration, testing, and end-user support of the HCM production application. The role provides functional expertise and contributes to system improvements and enhancements for an enterprise-wide deployment.

Additionally, this role plays a critical part in configuring the system with any new TL work groups, understand upstream and downstream impact to ERP system and provide System specific guidance and recommendations to the business owners.
Job Responsibilities:
  • Coordinate with end-users to understand business needs and requirements
  • Assist in the analysis and design of PeopleSoft deliverables based on business requirements
  • Create and support the generation of functional specifications
  • Educate and advise Harris County staff on PeopleSoft HCM functionality, with emphasis on Human Resources /Time and Labor / Payroll/Commitment Accounting.
  • Collaborate with technical teams to develop, test, and document enhancements and modifications
  • Possess a strong blend of functional and technical knowledge, particularly in Time and Labor, Payroll for NA Processing.
  • Identify underlying records and retrieve data on an ad-hoc basis, as needed
  • Ensure project deliverables meet business requirements
  • Adhere to established methodology, controls, and quality standards
  • Ability to work independently with minimal supervision as well as collaboratively in a team environment.

Requirements
Education:
  • Associate's degree

Experience:
  • Seven (7) to Ten (10) years of Techno-Functional experience supporting PeopleSoft version 9.1 or above.
  • Seven (7) to Ten (10) years of Techno-Functional experience supporting PeopleSoft Time and Labor and Payroll

Knowledge, Skills, & Abilities:
  • Experience with PeopleSoft Payroll for North America or Similar ERP
  • 7 years' experience using Peoplesoft v9.1 or above, preferably v9.2 or similar ERP
  • Skill in facilitating requirements meetings and in accurately understanding and interpreting requirements from Business requirements.
  • Ability to translate ERP business requirements into Functional Design documents.
  • Ability to do research and analysis independently and work on System related Proof of concepts.
  • Skill in troubleshooting production issues and in the use of troubleshooting and analytical tools and methodologies.
  • Thorough knowledge of Software Life Cycle management and Change management methodology.
  • Skill in mapping business processes and comparing those processes to ERP best practices
  • Work independently and collaborate with cross-functional teams
  • Must possess excellent interpersonal and written/oral communication skills.
  • Experience using Microsoft Office package (Excel, Access, PowerPoint, Word)
  • Proficiency in PeopleSoft Query and SQL writing
  • Strong leadership skills
  • Strong verbal and written communication skills
  • Capable of managing multiple assignments simultaneously
  • Self-starter with initiative
