- DESCRIPTION OF SERVICES
 Texas Education Agency requires the services of 5 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
 
Development and enhancement of applications supporting Texas 1,247 school districts.
Work across multiple agency stakeholders to ensure accuracy and efficacy of assigned components
Experience Required: Minimum 8 years
Key Responsibilities:
Design and develop a new reporting framework using .NET 8.0/9.0, Blazor, and other modern Microsoft technologies.
Participate in the full Software Development Life Cycle (SDLC) in a SCRUM/Agile environment.
Analyze and enhance existing complex reports built with Crystal Reports integrated with Oracle databases.
Develop scalable and high-performance financial system solutions, ensuring seamless database integration using Oracle.
Collaborate with cross-functional teams, including the DevOps team, to maintain and enhance CI/CD pipelines and automation processes.
Provide innovative solutions to modernize and streamline the existing legacy project, ensuring alignment with business goals.
Skills and Qualifications
A seasoned Software Development Manager with over 8 years of experience in the Software Development Life Cycle (SDLC), demonstrating expertise in:
Microsoft Technologies & Database Systems
Proficient in .NET 8.0/9.0, Blazor, C#, and Visual Studio, with a strong grasp of modern design principles.
Advanced knowledge of Oracle database management, including PL/SQL development, stored procedure optimization, and performance tuning for complex systems.
Agile & DevOps Practices
Skilled in adopting SCRUM/Agile methodologies to drive efficient project delivery.
Experienced in implementing and maintaining CI/CD pipelines using DevOps tools and automation strategies.
Version Control & Data Engineering
Proficient in Bitbucket for version control.
Strong understanding of data modeling, ETL processes, and reporting frameworks.
Problem Solving & Collaboration
Demonstrated ability to troubleshoot and resolve system-level issues in complex environments.
Effective communicator and collaborator across cross-functional teams and stakeholders.
Proven capability to tackle technical and architectural challenges, especially in legacy-to

III. TERMS OF SERVICE
Services are expected to start 09/15/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2088 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
- WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 100% Remote, Work Location With-in the United States. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
