Job Description
We are hiring an experienced IT Procurement Technician to join a high-visibility procurement support project. These professionals will help coordinate solicitation development, manage stakeholder collaboration, and ensure the successful delivery of compliant, well-documented RFPs and related artifacts.
The ideal candidate is detail-oriented, understands Texas procurement regulations, and can lead stakeholder sessions to clarify requirements and streamline processes. You'll play a pivotal role in supporting IT and Medicaid program teams in navigating complex contract development, aligning with the HHSC’s mission to support vulnerable populations efficiently.
Duties and Responsibilities

Draft and edit Requests for Proposals (RFPs) and related procurement documentation.

Lead Joint Application Development (JAD) sessions to gather requirements.

Develop key performance indicators and evaluation criteria for solicitations and contracts.

Conduct quality assurance and compliance checks on procurement packages.

Coordinate with HHSC SMEs, Legal, and Procurement & Contracting Services (PCS)

Analyze multi-program procurement needs and align with state guidelines.

Contribute to training materials and internal process documentation.

Present procurement insights and recommendations to management
Required Experience/Skills
-
5+ years writing RFPs and solicitation documentation.
-
5+ years leading JAD sessions with internal/external stakeholders.
-
5+ years developing performance metrics for vendor contracts.

5+ years performing QA on procurement packages.

Excellent understanding of Texas state procurement policies
Nice-to-Haves
-
Experience with Texas Medicaid programs

Knowledge of the State of Texas Procurement and Contract Management Guide

Experience negotiating large government contracts.

Experience creating AS-IS/TO-BE process flows and pricing workbooks.

Background in drafting federal planning documents (PAPDs/IAPDs)

CTCD or CTCM certification
Education
Bachelor’s degree in business, Public Administration, or related field preferred.
