ECS is seeking an enthusiastic Financial Management Analyst to join our team supporting the US Department of Homeland Security.
The Financial Management Analyst will operate in a fast paced, customer facing environment across multiple levels of organizational leadership to support business operations and deliver business process improvements.
In this role, you will support a complex shared services environment to improve portfolio management practices and build consistency in business and financial management processes. This office oversees portfolio management and business management services across multiple DHS programs, business lines, and component organizations. This includes diverse initiatives and the development, implementation, modification, and sustainment enterprise level applications and IT systems.

ECS is seeking an enthusiastic Financial Management Analyst to join our team supporting the US Department of Homeland Security.
The Financial Management Analyst will operate in a fast paced, customer facing environment across multiple levels of organizational leadership to support business operations and deliver business process improvements.
In this role, you will support a complex shared services environment to improve portfolio management practices and build consistency in business and financial management processes. This office oversees portfolio management and business management services across multiple DHS programs, business lines, and component organizations. This includes diverse initiatives and the development, implementation, modification, and sustainment enterprise level applications and IT systems.
Tasks may include:
- Supporting the Program Manager, Senior Financial Manager, and client to support to the development of cost models, contract budgets and forecasts, and financial tracking/reporting tools.
- Providing input into process improvements and standard operating procedures
- Develop and maintain financial reports (Excel, PowerBi, etc.) and provide data quality assurance/reviews
- Supporting data management activities associated with the organization's financial management requirements
- Provide recommendations to project teams within the organization to promote best practices and alignment to organizational objectives
- Collect and update internal project budgets based on guidance received
- Support the analysis and recommendations for project budget adjustments to support unanticipated changes in program operations or mission requirements
- Support the Sr. Financial Manager in meetings with platform service owners, product owners, and other organizational stakeholders to elicit requirements, develop initial project estimates, and establish project timelines and scope objectives; ensuring all stakeholders and decision makers are appropriately engaged.
- As a team member, understanding personal and team roles; contributing to a positive working environment by building solid relationships with team members; proactively seeking and providing guidance, clarification and, feedback to less experienced staff.
- General consultant support to include project management tasks, meeting facilitation, and ad hoc duties as needed.
Required Skills
- At least five (5) years of experience in information technology
- Must be able to obtain a Public Trust Clearance
- Bachelor's Degree
- Experience coordinating communication activities across teams
- Demonstrate analytical skills and excellent communication and presentation skills (oral and written)
- Experience facilitating meetings and capturing minutes
- Strong attention to detail
- Ability to interact with senior level executives
- Highly proficient in Excel, Teams, SharePoint, and have experience developing reports from financial and project systems
- Demonstrated understanding of Federal budgeting & financial processes, acquisition life-cycle, contract management, and project reporting requirements
Desired Skills
- Experience supporting DHS HQ or other US Federal Agencies
- Experience tracking and reporting project or program budgets execution
- Experience developing project briefs and reports for non-technical audiences
- Familiar with cost estimation and budget formulation methodologies
