Description: Our client is currently seeking a Civil and Environmental Engineer III/IV

Location: Fredericksburg, VA (Hybrid work considered)
Travel: Required across system footprint; occasional travel for training
Work Type: Full-time, Hybrid eligible
Reports to: Director of Substation, Transmission Engineering and Technical Services
About the Job

As a Civil and Environmental Engineer III/IV, you will lead and support site/civil engineering work for substations, transmission lines, and occasional distribution lines. Your responsibilities will include reviewing and inspecting foundations, concrete specifications, grading, stormwater management, and environmental compliance plans. This role is critical to ensuring the Cooperative's infrastructure meets regulatory and operational standards.
Responsibilities
  • Assist in the preparation and maintenance of the Cooperative's SPCC (Spill Prevention, Control, and Countermeasure) plan.
  • Review Stormwater Pollution Prevention Plans (SWPPP) and stormwater containment facilities across the Cooperative's service area.
  • Evaluate foundation designs, site plans, grading, and entrance roadways.
  • Conduct on-site inspections of foundations and analyze concrete mixes and strength test results.
  • Support the Cooperative's PCB oil disposal plan and ensure compliance with environmental regulations.
  • Prepare technical reports, memoranda, and other written communications.
  • Collaborate with consultants and regulatory agencies at the county, state, and federal levels.
  • Mentor junior engineering staff and contribute to cross-departmental initiatives.
  • Participate in storm response roles and emergency operations as needed.
Minimum Qualifications
  • Bachelor's degree in Engineering or Engineering Technology from an ABET-accredited institution.
  • Minimum of 12 years of experience in construction, design, or environmental engineering, including fieldwork.
  • Proficiency in Microsoft Office, AutoCAD, and Civil 3D.
  • Strong organizational and record-keeping skills.
  • Effective communication and teamwork abilities.
  • Ability to travel and work flexible hours during outages or emergencies.
Preferred Qualifications
  • Professional Engineer (PE) license (preferred; may be waived with extensive experience).
  • Familiarity with Rural Utility Service (RUS) standards for Environmental Reporting.
  • Experience with floodplain delineation, stormwater management, and drainage design.
  • Demonstrated ability to research and recommend process improvements.
Work Location and Conditions
  • Home office is Fredericksburg, VA; other district locations may be considered based on space availability.
  • Hybrid work arrangements may be available.
  • Must be able to travel throughout the Cooperative's service area.
  • Availability for emergency response 24/7 during outages or critical events.
