The AppD SME contractor shall be responsible for:

5.1.1 Provide the technical, functional, financial and procedural activities required for the execution of all tasks and delivery of all capabilities specified within this PWS. Include information on management methods related to quality assurance, software updates, problem notification, problem resolution, license agreements, professional services, and general customer engagement methodologies.

5.1.2 Prepare an Implementation Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout task order execution. Provide status reports that addresses current licensing, software updates, known problems, upcoming enhancements, and the quality or need for any professional services that go beyond just providing a tool. Performance Standard: All work associated with the tasks described in section

5.1 above will be consistent with industry best practices and following Enterprise and Project specific standards including software development and version control. All documentation released will follow the government Configuration Management process and management controls. Assessment Method: All documents will be vetted and reviewed for completeness and sufficiency with the Government and all identified stakeholders within five (5) business days.

5.2 Product Implementation and Support: The AppD SME contractor shall be responsible for:

5.2.1 Implementation: The AppD SME contractor shall document and perform analysis, design, architectural reviews installation and configuration tasks required for successfully implementing AppDynamics for the purpose of monitoring NAVSUP Enterprise Services, systems and applications. The following characteristics are sought in the software: - Does not have to be installed on all end user machines. - Can monitor client-server and web based interactions. - Can determine and record the user experience on a per session basis. - Can trace user experience interactions down to the transaction level, with insights into response time at the network, database, and code levels. - Can determine performance and availability of the Enterprise Service, systems and applications from the perspective of the overall service, and end user communities. (e.g. perhaps only some enclaves are experiencing a problem.) - Can do baselining of normal behavior and allow the setting of alarm thresholds. - Can generate alarms and forward to third party systems. - Can provide trend information. - Can generate reports and dashboards. - Can be customized to monitor on per service or per application basis. - Minimal impact on the performance the user or Enterprise service being monitored. - Identity and Access management - PKI/CAC enabled for authentication, LDAP/Role based authorization and centralized user management via the standard NAVSUP IDAM centralized tool sets - Potential for Failover capability - Work in a hybrid cloud setting across multiple on premise and cloud service providers - Conduct environmental reviews and optimize the environment to ensure a high level of reliability and availability

5.2.2 Test, Evaluation & Interoperability: The AppD SME contractor shall be responsible for:

5.2.2.1 The AppD SME contractor shall be responsible for creating test plans and perform testing of the installation and configurations to ensure the product is operating properly to specification. This effort will require assisting multiple government teams that are integrated with the AppDynamics toolset

5.2.2.2 The AppD SME contractor shall assist the government team with any required interoperability testing and/or interoperability waiver requests as needed (not common).

5.2.2.3 The AppD SME contractor shall provide any internal testing results for the tool.

5.2.3 Security Engineering Certification and Accreditation: The AppD SME contractor shall work in coordination with the government systems administrators and cyber security personnel to ensure AppDynamics is granted and maintains an authority to operate (ATO) under the Navy Authorization Official (NAO. This help will include assisting the NAVSUP Validators by providing any documentation, software changes, or systems changes required for to receive an ATO.

5.2.4 Product Integration Support: The AppD SME contractor shall be responsible for the initial product installation and integration efforts in monitoring and using the tool to troubleshoot NAVSUP Enterprise Services, applications and systems. This will include migration efforts from on premise architecture to the NAVSUP AWS Gov Cloud (NAG) environment. Priority of integration shall be coordinated with the government team.

5.2.5 Technical Documentation: AppD SME Contractor shall document all maintained technical programming components. Documents to be completed are: Installation Guides, Usage Guides, Administration Guides, Integration Guides, Configuration Recommendations and Software Updates. The contractor will follow all Enterprise standards including the Service Delivery Model (SDM) and Project specific standards and requirements.

5.2.6 Product Support and Sustainment: The AppD SME contractor shall provide ongoing support for the AppDynamics tool. This support shall include: support contact numbers and methods, patch updates/fixes, monitor and troubleshoot integrations, support hours, enhancement request procedures, and customer notification methods for issues and updates.

5.3 Mentoring/Knowledge Transfer: The AppD SME contractor shall complete tasks that will provide a comprehensive application Transfer of Knowledge to NAVSUP BSC personnel. Contractor shall present areas of knowledge transfer as succinct, shop usable lesson plans.

5.3.1 AppD SME Contractor shall explain what procedures are incorporated into production are necessary for testing and how fixes/functional additions

5.3.2 AppD SME Contractor shall provide walkthrough exercises of all application modules explaining each

5.3.3 AppD SME Contractor shall have the government team assist on some easier tasks to become familiar

5.3.4 AppD SME Contractor shall address government teams' questions

5.3.5 AppD SME Contractor shall assist Navy resources on troubleshooting and debugging problems 5.3.6 AppD SME Contractor shall provide source code instructional tools
