Role: Technical Project & Risk Management Consultant

Location: New York, NY 100045 (On-site with possibility of Hybrid later upon approval from PM)

Duration: 24+ Months Contract

Role Overview:
The New York City Taxi and Limousine Commission (TLC) is seeking an experienced, full-time technical project manager consultant to provide critical implementation and risk management support for the agency's ongoing technology modernization initiative. This initiative aims to upgrade legacy systems, enhance operational efficiency, and align the agency s technology infrastructure with evolving business needs. The consultant will provide strategic oversight, coordination, risk mitigation, and advisory support throughout the implementation lifecycle to ensure successful execution and minimize risks. This role is essential for maintaining the operations of critical software used in TLC's licensing and enforcement units.
Primary Consultant Responsibilities:
The consultant is responsible for driving project success by managing vendor performance, mitigating risks, and ensuring project alignment with TLC objectives.
Project Management and Oversight:

  • Collaborate with internal TLC teams and the external system integrator (vendor) to ensure the timely achievement of all project milestones.
  • Monitor and assess both the project and the vendor's progress and performance, escalating critical concerns to IT management as necessary.
  • Manage vendor accountability for outstanding action items, defined timelines, and successful deliverables.
  • Review key project deliverables and provide necessary feedback to guarantee quality and alignment with TLC objectives.

Risk Management and Analysis:

  • Proactively and continuously identify, analyze, and manage risks and issues that could impact project delivery.
  • Evaluate the impact of risks, prioritize effective mitigation strategies, and track follow-up actions.
  • Provide actionable insights and recommendations to IT Management based on project data trends, performance indicators, and emerging challenges.
  • Troubleshoot and maintain critical applications and bugs used by the licensing and enforcement units.

Communication and Methodologies:

  • Facilitate clear and consistent communication between TLC and the system integrator, ensuring all decisions and processes are well-documented and disseminated.
  • Prepare and present regular progress reports to IT Management and TLC Executive Leadership, including status updates, forecast analysis, performance metrics, and risk assessments.
  • Participate in project meetings and working sessions to maintain project momentum and foster collaboration.
  • Promote adherence to Agile best practices, the TLC's Definition of Done, and continuous improvement principles, applying the Scrum framework to guide project execution

Required Deliverables:
The consultant is expected to generate and submit the following professional documentation:

  • Weekly status reports
  • Risk assessment reports
  • Analytical insights and performance reviews
  • Project metrics and dashboards
  • Meeting minutes and action item logs

Minimum Qualification Requirements:

  • Minimum five (5) years of experience managing complex technical implementations, with a preference for experience in the public sector or modernization contexts.
  • Demonstrated expertise in risk identification, analysis, and mitigation for large-scale IT projects.
  • Proven experience in vendor management and performance oversight.
  • Strong analytical and problem-solving skills; proficiency in project tracking and reporting tools.
  • Familiarity with Agile methodologies, the Scrum framework, and tools such as Azure DevOps (preferred).
  • Excellent oral and written communication and interpersonal skills, including proficiency in stakeholder engagement and conflict resolution.
