Must be located within USA .

Will be working as per CT .

Phase 1 Deliverables:

<>Deliverable #1: Assist with Solicitation Package Development</>
  • Review existing IPCS service documentation and draft requirements.
  • Facilitate working sessions to confirm and refine business, functional, technical, and compliance requirements.
  • Meet with State staff to understand MN specific RFP requirements and rules.
  • Ensure alignment with compliance mandates (e.g., Martha Wright-Reed Act).
  • Provide walkthroughs and feedback sessions for stakeholders.
  • Assist State staff in drafting RFP components, which align with State contracting requirements, such as Background and Vision, Functional and Non-functional Requirements, Technical Requirements, Statement of Work, Response Templates, Cost Proposal Format, and Evaluation Criteria.
<>Deliverable #2: Market and Sourcing Strategy Advisory</>
  • Advise on vendor approach, vendor landscape, and industry best practices.
  • Identify innovative delivery models.
  • Provide benchmarking insights on pricing models and SLA frameworks.
<>Deliverable #3: Assist with Evaluation and Selection Planning</>
  • Support in defining the vendor evaluation process.
  • Draft evaluation considerations to be used as a guide for staff scoring and demo scripts.
  • Support State staff around vendor communications (e.g., Q&A sessions).

Deliverable #4: Implementation Readiness Support

  • Identify critical success factors and risks.
  • Provide governance, resource planning, and vendor management recommendations.

Future Phases Tasks and Deliverables

To be determined scope of future phases will come at the completion of Phase 1 but could include services such as Independent Verification and Validation (IV&V) work.

Desired Vendor Qualifications

  • Proven experience working with Correctional agencies incarcerated person communication systems which include Network infrastructure to support electronic devices, Electronic devices at no cost to IP, (usage fees apply), Content including Movies, Music, e-books, Audio books, Games, News feeds, DOC related content, electronic messaging, Access to Financial information, Video visits, Phones, TRS (Telecommunications Relay Services), Kiosk Services, Business processes, and data exchanges
  • Familiarity with secure facility constraints and incarcerated population needs.
  • Understanding of the Martha Wright-Reed Act and FCC mandates.
  • Experience aligning RFPs with public procurement and compliance standards.
  • Experience creating SOWs, requirements, templates, evaluation criteria, and pricing models.
  • Awareness of IPCS vendor landscape and sourcing strategies.
  • Insight into vendor differentiation, pricing trends, and technology innovations.
  • Ability to lead requirement workshops and collaborate across departments.
  • Skilled in engaging procurement, legal, IT, and operations stakeholders.
  • Experience in readiness planning for technology in corrections or public safety.
  • Capable of guiding governance, data integration, vendor management, and training.
  • Understanding of facility infrastructure needs and secure system design.
  • Familiarity with content filtering, system auditing, and secure data handling.
  • Ability to define SLAs and metrics aligned with IPCS success.
  • Experience in performance-based contracting and QA planning.
