Role Summary:
We are seeking a highly experienced and certified Senior Project Manager (PMP) to lead complex, high-impact initiatives within our strategic portfolio. This critical role demands expertise not only in traditional project delivery but also in Independent Verification & Validation (IV&V) methodologies and Portfolio Management principles. You will be responsible for ensuring projects are delivered successfully (on time, within budget, meeting scope/quality) while rigorously validating deliverables against requirements and aligning execution with overarching portfolio strategy and benefits realization. You will act as a strategic partner to senior leadership and stakeholders.
Key Responsibilities:
- Lead the end-to-end lifecycle of complex, high-risk, and/or large-scale projects/programs from initiation through closure.
- Develop and manage comprehensive project plans (scope, schedule, budget, resources, risk, communication, quality).
- Proactively identify, assess, mitigate, and report on project risks and issues.
- Drive project execution, ensuring adherence to scope, schedule, and budget constraints.
- Manage project teams (internal, external, matrixed), fostering collaboration and high performance.
- Apply IV&V principles throughout the project lifecycle to objectively assess project artifacts, processes, and deliverables.
- Plan and oversee IV&V activities, potentially managing IV&V vendor relationships or internal IV&V resources.
- Ensure requirements traceability, design integrity, and solution validation against defined specifications and standards.
- Facilitate rigorous testing strategies (including UAT, SIT) and oversee defect management processes.
- Provide objective assessments of project health, quality, and readiness for key milestones (e.g., Go/No-Go decisions).
- Document and report IV&V findings, risks, and recommendations to stakeholders and governance bodies.
- Understand and actively align project objectives, priorities, and resource needs with the strategic goals of the overall portfolio.
- Provide accurate and timely project data (status, financials, risks, resource utilization) to portfolio management processes.
- Contribute to portfolio-level planning, prioritization discussions, and benefit realization tracking.
- Identify interdependencies between projects within the portfolio and manage them effectively.
- Support portfolio governance activities, including stage gate reviews and portfolio reporting.
- Build and maintain strong relationships with key stakeholders (sponsors, executives, business owners, technical teams, vendors).
- Develop and execute robust communication plans tailored to different stakeholder groups.
- Facilitate effective meetings, workshops, and steering committee presentations.
- Clearly communicate project status, risks, issues, IV&V findings, and portfolio alignment to all levels.
- Champion and adhere to organizational project management methodologies and standards (e.g., PMI PMBOK, Agile, Hybrid).
- Ensure compliance with relevant regulatory and quality standards impacting projects.
- Contribute to the development and refinement of PMO processes, templates, and best practices, especially related to IV&V and portfolio integration.
- Mentor junior project managers and team members.
Required Qualifications:
Education: Bachelor's degree in business administration, Computer Science, Engineering, or a related field. Master's degree preferred.
Certification: Active Project Management Professional (PMP) certification from PMI is mandatory.
Experience:
- Minimum of 10 years of progressive experience in project management, with at least 5 years in a Senior Project Manager role leading complex, high-budget initiatives.
- Demonstrable, hands-on experience applying Independent Verification & Validation (IV&V) principles and practices within project delivery. Experience managing IV&V vendors or teams is a strong plus.
- Proven experience working within or directly contributing to Portfolio Management frameworks and processes (e.g., project prioritization, resource allocation across portfolio, benefit tracking).
- Extensive experience with full project lifecycle management (Waterfall, Agile, Hybrid).
- Proven track record of successfully delivering projects on time, within budget, and meeting scope/quality objectives in complex environments.
- Strong experience with project management software (e.g., MS Project, Jira, Smartsheet) and collaboration tools.
