Job Summary:
The IBM Operational Decision Manager Specialist is accountable for the conceptualization, creation, verification, and implementation of business rules and decision-making algorithms within the IBM ODM framework or other comparable rule engines. The role necessitates collaboration with business analysis experts, system architects, and additional relevant parties to convert complex business necessities into functional rule-based logic, ensuring the precise and efficient automation of organizational policies through critical software systems.

Key Responsibilities Include:

- Engage in the full development lifecycle of business rule solutions using IBM Operational Decision Manager or equivalent BRMS tools.
- Foster clear communication with stakeholders, including technical staff, business analysts, and non-technical partners to capture accurate business requirements.
- Deploy and ensure the integration of business rules into enterprise-level applications that reflect business strategy and operational needs.
- Work alongside inter-disciplinary teams to achieve project goals, regularly collaborating with teams that may be widely dispersed geographically.
- Execute duties autonomously when necessary, as well as collaborate effectively within a team structure.
- Craft and maintain comprehensive technical design documentation.
- Develop, configure, and refine ODM rules and decision services.
- Oversee and conduct exhaustive testing to validate the effectiveness and accuracy of implemented rules, recording results for further analysis and improvement.

Essential Expertise and Skills Required:

- Experience in developing solutions with integrated eligibility systems.
- Proficient knowledge of the Massachusetts (MA) program or analogous business regulations preferred.
- Exceptional communication skills tailored to a variety of audiences including technical professionals, business stakeholders, and end-users.
- Proven ability to work efficiently with multidisciplinary teams, as well as manage tasks independently.
- Previous participation in the end-to-end design process and the creation of comprehensive design documentation.
- Demonstrated experience in formulating, testing, and deploying ODM rules.
- Track record of delivering reliable testing outcomes to support rule validation.
