The Division Director - Administration & Project Management is a key leadership role within the Information Technology Department, responsible for overseeing the Administrative Services Team and the Project Management Office (PMO). This position provides strategic direction, operational oversight, and managerial leadership to ensure efficient execution of human resources, fiscal responsibilities, and enterprise project management initiatives. The Director plays a critical role in aligning administrative operations and project governance with departmental goals and organizational objectives.

Additional Information
The expected hiring range for this position is $109,889 - $120,693.
Preferred Qualifications:

Key Responsibilities and General Statement of Duties:
Administrative Oversight:
- Lead and manage the Administrative Team responsible for budgeting, financial management, purchasing, accounts payable, and HR support functions.
- Ensure compliance with all financial policies, desk procedures, procurement regulations, and human resource practices.
- Assist in oversight of budget development and monitoring processes, working closely with departmental leadership.
- Develop and implement administrative policies and procedures that support operational efficiency.
- Direct the Project Management Office in delivering enterprise-level IT projects on time, within scope, and within budget.
- Implement and enforce project management standards, methodologies, and governance across the department.
- Provide strategic oversight for portfolio management, resource allocation, and performance metrics.
- Collaborate with project stakeholders from across the enterprise to define project requirements, priorities, manage risks, and ensure business alignment.
- Serve as a strategic advisor to the Director of Information Technology and leadership team, contributing to long-term planning and decision-making.
- Lead cross-functional collaboration efforts to ensure seamless integration of administrative and project management services into overall department priorities and objectives.
- Foster a culture of accountability, continuous improvement, and customer service excellence for both the Administrative and Project Management Teams.
Minimum Knowledge, Skills, and Abilities:
- Knowledge of development, implementation, and management of administrative practices, policies, and procedures.
- Knowledge of research and accounting procedures.
- Knowledge of office automation practices.
- Ability to effectively interface between the administrative team and the rest of Information Technology.
- Ability to assist in the preparation of detailed financial, statistical, and narrative reports.
- Ability to effectively supervise administrative team personnel.
- Ability to speak effectively and persuasively before large groups as well as individuals, including the ability to present ideas and recommendations clearly and concisely both orally and in writing to diverse audiences.
- Excellent interpersonal and communication skills to communicate technical information to non-technical audiences in user friendly language.
- Ability to establish and maintain effective working relationships with employees of other agencies and the public.
- Working knowledge of Oracle eBusiness Suite HRMS and Financials modules.
- Excellent project management skills with ability to manage a project portfolio with projects of various sizes and complexity levels from concept to completion
- Demonstrated ability to work effectively as a team member and as a leader
- Tact, initiative, and good judgment.
Work Environment:
- This is a hybrid office-based position with occasional travel to department and project sites.
Minimum Qualifications

- Minimum of 5 years of progressive management experience in administration and/or IT project management, or equivalent experience.
- Demonstrated knowledge of budgeting, financials, procurement, and HR processes.
- Proven experience managing complex IT project portfolios and leading high-performing teams.
- Project Management Professional (PMP) certification through the Project Management Institute is strongly preferred or verifiable progression towards certification is also acceptable.
