Summary
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.
The incumbent will serve as a Supervisory Engineering Technician for Engineering Services, Infrastructure FPM Center located in Salt Lake City.

Duties
The Supervisory Engineering Technician coordinates project activities related to installation/construction. Provides project installation/construction expertise in the preparation of the FMP's (Field Maintenance Program's) Work Plan. Plans, schedules, and identifies required resources and coordinates execution of the installation/construction documents for constructability concerns. Coordinates installation/construction field changes with appropriate parties and stakeholders. Ensures installation reports are accurate, contain appropriate levels of detail, and are timely. Provide FAA travel policy guidance to FMP personnel, and review travel vouchers for accuracy, proper documentation and accounting classification.
Recommends training plans for FMP personnel to increase their job skills, knowledge and effectiveness. Provides training, mentoring, guidance and advice to personnel on technical and administrative issues. Provides positive quality assurance controls during installation/construction activities, including minimizing JAI (Joint Acceptance Inspection) exceptions and JAI tracking exceptions clearance. Responsibilities include supervising, leading and managing FMP personnel and serves as the focal point for OSHA construction safety. Ensures that all facility work permits and risk assessments are properly completed when required. Monitor FMP's common stock material levels and re-orders as required. Ensures required parts/materials are ordered/shipped on schedule. Manages distributed staff at multiple locations. Ensures FMP personnel training and certifications are current for the projects and tasks assigned. Ensures the efficient ownership, maintenance, and use of all FMP equipment tools.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than
one organization unit/project/program. Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource
requirements.
Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major
subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one
organizational unit/project/program. and include planning. communicating the organization's vision and
objectives, setting priorities, assigning tasks and responsibilities. monitoring and evaluating performance,
coaching and developing employee capabilities approving leave. and taking recommending or approving
corrective/disciplinary actions as appropriate.
Individual and organization performance is typically reviewed periodically by higher-level management, usually
through status reports and organization performance measures. Has discretion to ensure the alignment of
projects/programs with the tactical (sho11-term) objectives of the major subdivision.
Work activities typically impact directly on project/program objectives for more than one organizational unit and
for the major subdivision's internal and external customers.

Qualifications
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, GS/FG-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
Specialized experience includes technical or professional experience in installation and construction on projects similar to the following: engine generator installation; electrical refurbishment of NAS facilities, grounding and bonding, foundation and building designs; all aspects of carpentry, plumbing, and concrete work; roofing installation and repairs; and removal and installation of equipment shelters.
Qualification must be met by the closing date of this announcement.
