Position: Application Developer (Mid-Level)

We are seeking a skilled Mid-Level Application Developer to design and develop database-driven IT applications supporting federal government contracts. This full-time, hybrid position offers the opportunity to contribute to mission-critical IT solutions for the Department of Defense, leveraging expertise in software development to deliver secure, high-quality systems. Responsibilities
  • Design, develop, and maintain database-driven IT applications using programming languages such as C++, Java/J2EE, Visual Basic, .NET, HTML/XML, PowerBuilder, or Delphi.
  • Collaborate with project managers and stakeholders to gather requirements and translate them into technical specifications.
  • Implement secure coding practices to ensure compliance with federal standards (e.g., NIST, FISMA).
  • Perform system testing, debugging, and optimization to ensure application reliability and performance.
  • Integrate applications with existing databases and systems, ensuring seamless functionality.
  • Document code, technical designs, and system configurations for audits and future maintenance.
  • Participate in agile development processes, including sprint planning, code reviews, and status reporting.
Qualifications
  • Bachelor's degree or higher in computer science, information systems, or a related field.
  • Minimum of five (5) years of experience in IT roles, with expertise in:
  • Designing and developing database-driven IT applications.
  • Proficiency in one or more programming languages (C++, Java/J2EE, Visual Basic, .NET, HTML/XML, PowerBuilder, or Delphi).
  • Active Secret clearance (IT-II level) required and must be maintained throughout employment.
  • Cybersecurity Workforce Framework (CWF) certification required: IAT II (e.g., CompTIA Security+, CCNA Security, or equivalent).
  • Strong problem-solving skills and proficiency in database integration (e.g., SQL, Oracle).
  • Excellent organizational, verbal, written, and interpersonal communication skills.
  • Ability to work independently and collaboratively in a secure, high-stakes environment.

  • Harrisburg-Carlisle, PA: $91,936 - $113,568 annually, commensurate with experience, based on BLS May 2023 OEWS data (-15% to +5% of 50th percentile: $108,160).
  • Washington-Arlington-Alexandria, DC-VA-MD-WV: $110,160 - $136,080 annually, commensurate with experience, based on BLS May 2023 OEWS data (-15% to +5% of 50th percentile: $129,600).
