Position Summary:
Company is seeking a highly experienced Senior Business Analyst to support the implementation and integration of mission-critical law enforcement systems. This role combines deep business analysis expertise in requirements gathering and testing readiness with an understanding of organizational change management, and SaaS/cloud-based solutions. The analyst will work full-time onsite
Key Responsibilities:
Lead the review, analysis, and evaluation of current business systems and user requirements
Perform gap analysis and re-engineer business processes to align with new system capabilities
Elicit and document functional and non-functional requirements using techniques such as brainstorming, interviews, data mining, and document analysis
Maintain traceability matrices and process flow diagrams.
Coordinate and document communications between company project teams, interface partners, and suppliers
Identify how new applications and business processes could replace existing software or processes
Ensure supplier deliverables align with documented requirements and project schedules
Conduct quality assurance and testing oversight, including writing and reviewing test plans
Develop and distribute management reports on testing progress, risks, and issues
Produce comprehensive requirement artifacts: use cases, business rules, interface requirements, activity diagrams, wireframes, test cases, traceability matrices, and error validations
Define roles, access rights, and manage user profile security
Support and lead user acceptance testing (UAT) in collaboration with QA teams and business stakeholders
Provide training and support for end users during system rollout
Represent company in vendor interactions and ensure alignment with agency goals
Key Competencies
Strong leadership and facilitation skills in cross-functional environments
Experienced in creating business and system requirements for on-premise and Web/Cloud based applications
Proficiency in business process modeling, system integration, and SaaS/cloud-based implementations
Experienced in all phases of testing from planning through execution
Excellent communication skills with both technical and non-technical stakeholders
Strong organizational, analytical, and problem-solving abilities
Self-motivated with the ability to build rapport and maintain positive working relationships
Succinct in Delivery Aware of the audience, key points and topics and delivers in the appropriate format (verbal and written) and timeframe; speaks to multiple levels in the organization
Success Measures:
Accurate and timely documentation of business and system requirements
High-quality testing and validation processes that ensure system readiness
Effective collaboration with internal teams and external vendors
Positive feedback from stakeholders and end users
Successful implementation and adoption of new systems with minimal disruption
Accurate, timely and complete reporting including risk and financial updates
Skills, Knowledge, Abilities:
Candidates are required to have experience performing the work summarized in the Job Description including advanced computer skills that align with the job description
Experience:
10+ years in business analysis, including COTS and SaaS implementations
Agile, Waterfall and Hybrid development experience (Preferred)
Certified Business Analysis Professional (CBAP) (Preferred)
Technical Proficiency: Microsoft Office Suite (Word, Excel, Visio, PowerPoint, Teams)
UML and business analysis tools
Jira
Understanding of systems architecture, APIs, databases
Domain Knowledge:
Security access and user profile management
