Job Description:

Project Objectives and Scope:

The Office of Applied Research, Evaluation, and Data Analytics ( OAREDA ) embodies this vision as an integrated research and data unit that focuses on program, policy, and institutional research, as well as data management, infrastructure, and reporting.

Artificial Intelligence ( AI ) can play a crucial role in helping CUNY improve the use of data and analysis by optimizing operational and administrative processes. AI can automate repetitive tasks thereby allowing organizations to reallocate capacity and resources to focus on strategic analysis, problem-solving, and innovation. AI algorithms can be used to analyze historical behavior, identify patterns and predict future trends. This information can help organizations proactively address challenges and seize opportunities.

Leveraging the emerging data solutions that AI can provide, requires a consultant to work with OAREDA s leadership team

Scope of Work

3.1.1 Contractor shall provide consulting services in the area of emerging data solutions utilizing Artificial Intelligence (AI) and emerging AI tools.

Contractor shall perform Services for this engagement including:

In order to understand the data reporting and reporting needs at the University, with use of techniques including but not limited to:

  1. Stakeholder or focus group interviews with key individuals from campuses and Central Office;
  2. Site visits to CUNY campuses and programs;

iii. Surveys of program and

  1. Review of relevant documents.

3.1.1.2 Analysis of the information gathered and reviewed pursuant to 3.1.1.1 above to determine which reporting dashboards and other data delivery mechanisms are appropriate candidates for trusted and secure AI integrations and solutions that maximize human resources for more strategic work.

3.1.1.3 Preparation of a report containing:

  1. Contractor s analysis from 3.1.1.2 above; and
  2. Contractor s recommendations for data strategies and appropriate infrastructure that will be best suited to develop and test a proposed AI solution; and

iii. Contractor's assessment of challenges uncovered regarding process, policy, governance, technical, and data that may hinder future development of the use of AI tools.

3.1.1.4 Chatbot 1: Delivery of a working AIChatBot or generative AI data solution to be used as a testable, workable solution on OAREDA s data resources. This chatbot must be capable of answering questions about the data that is presented in OAREDA s publicly facing dashboards, which will be its primary function. The chatbot must draw information from publicly available data and reports (including, without limitation, the information referenced in 3.1.1.1 above) to answer questions from external (outside of CUNY) individuals.

3.1.1.5 Chatbot 2: Delivery of a second working AI ChatBot or generative AI data solution to be used as a testable, workable solution for providing technical documentation to OAREDA s research analysts.

This chatbot will be internal-facing, and used for internal analytical and research purposes. The chatbot must be capable of scanning internal documentation (i.e. Word documents and other digital sources) as a resource for the University s internal OAREDA staff.

3.1.1.6 Chatbot 3: Delivery of a third working AI ChatBot or generative AI data solution to be used as an interactive intake form for new information requests or changes to existing requests that maximizes operational efficiencies for OAREDA s staff. This chatbot will be both internal- and external-facing, and must be able to receive questions and route requests internally within OAREDA after performing an initial analysis. For example, if an internal client submits a request to OAREDA for information, the chatbot must be able to look at the data and analyses already available to provide a response, and if no such response is available, route to OAREDA for follow-up.

3.1.1.7

Delivery of a report that contains guidance and advice to CUNY and OAREDA leadership on opportunities for expanded use of generative AI solutions, tools, and implementation of next generation data strategy.

3.1.2

The Contractor will engage directly with OAREDA and others throughout the University as set forth in the Scope of Work. The University reserves the right to request changes to the functionality of the chatbots identified in Sections 3.1.1.4, 3.1.1.5, and 3.1.1.6 above, and approval of each chatbot shall be in the University s sole discretion in accordance with the University s desired functionality.

3.1.3

All deliverables and work product described in this Section 3.1, including reports, analyses, and the AI ChatBots, shall be deemed Copyrightable Works under Section 13(C) of Part 7 of this RFP ( Terms and Conditions ).

3.1.4

Contractor shall not have access to, and shall not store or maintain any of personally identifiable information (PII) of the University, its employees, students, or contractors.

3.1.5

The Contractor s must ensure the chatbots are fully responsive and accessible via multiple devices, including desktops, laptops, tablets, and smartphones, and are compatible with major web browsers and operating systems.

3.1.6

User Acceptance Testing

3.1.6.1 The Contractor will shall conduct up to ten (10) User Acceptance Testing ( UAT ) sessions with University end-users to evaluate chatbots against design documents and these specifications to determine compliance with intended functionality. UAT sessions, up to three (3) hours in duration, will consist of interactive online meetings. The University will not accept deliverables under 3.1.1.4, 3.1.1.5, or 3.1.1.6, nor shall such deliverables be payable, until the University is satisfied with the results of such UAT.

3.1.6.2 The Contractor shall allow for design and content revisions and modifications, as needed until the chatbots align with approved designs and required functionality and until the chatbots have been accepted and considered delivered. The University will authorize one or more persons to chatbots.

3.1.7

Knowledge Transfer and Training. The Contractor shall provide training as detailed in this Scope of Work and by reviewing documentation with University designees in up to five Knowledge Transfer sessions lasting no more than three (3) hours each. The Contractor shall revise documentation to expand on any sections

where information was deemed insufficient by University designees. The University will not accept deliverables under 3.1.1.4, 3.1.1.5, or 3.1.1.6, nor shall such deliverables be payable, until such sessions are completed and Contractor has made all required revisions (if any).
