Job Title: DevOps Engineer

Job Description
A DevOps Engineer (with a focus on Jira Platform Engineering) is needed to serve as the technical owner of the Jira SaaS platform hosted in a government cloud environment. This role is responsible for administering, configuring, optimizing, and integrating Jira within the broader enterprise technology ecosystem. The engineer will also lead efforts to consolidate existing planning and development tools migrating from Azure DevOps (on-prem) and GitLab (on-prem) to Jira while supporting the organization s Agile transformation initiatives.
The ideal candidate is both strategically and technically strong, with deep experience in Agile methodologies, DevSecOps workflows, enterprise integrations, and secure cloud-based administration.
Key Responsibilities
< data-start="1003" data-end="1045">Jira Administration & Engineering</>
Administer, configure, and optimize Jira SaaS for enterprise project and Agile delivery needs.
Design and manage custom workflows, issue types, screens, fields, and automation rules aligned to organizational Agile frameworks.
Manage user permissions, roles, and security schemes while ensuring compliance and governance.
Monitor license utilization, user onboarding, and platform usage to support subscription optimization.
Collaborate with procurement teams to support license renewals and budgeting decisions.

Design, implement, and maintain integrations between Jira and enterprise systems including GitLab (source control/CI/CD) and ServiceNow (ITSM).
Utilize REST APIs, webhooks, Okta, middleware, and scripting to automate data flows and enhance traceability.
Troubleshoot and optimize integration pipelines for performance, scalability, and security.
Work closely with infrastructure and cybersecurity teams to ensure integrations align with enterprise security standards.
Develop and maintain technical documentation, standards, workflows, and best practices.

Partner with Agile leadership to translate Agile practices into effective Jira configurations and usage models.
Provide technical mentoring and guidance to Product Owners, Scrum Masters, and Agile teams.
Support Agile reporting and metrics, including velocity, burndown, cycle time, and related analytics.
Support teams transitioning from Azure DevOps Boards, GitLab, or hosted Jira instances to Jira SaaS in the government cloud.
Required Skills & Qualifications
Bachelor s degree in Computer Science, Information Systems, or equivalent experience.
3+ years of hands-on experience in Jira administration or Jira engineering (SaaS or self-hosted).
Proven experience developing custom integrations with enterprise systems, especially GitLab and ServiceNow.
Proficiency in scripting (Python, PowerShell, JavaScript) and REST API development.
Strong knowledge of Agile methodologies (Scrum, Kanban, SAFe) and DevSecOps practices.
Experience performing enterprise tool migrations from Azure DevOps or similar platforms to Jira.
Preferred Qualifications
Familiarity with the Atlassian ecosystem (Confluence, Bitbucket) and third-party marketplace apps.
Experience working in a DevSecOps, platform engineering, or enterprise cloud environment.
Knowledge of federal information security and compliance frameworks (e.g., FISMA, SOX, FedRAMP).
Experience supporting federal government environments.
Relevant Atlassian certifications (ACP-620, ACP-120, etc.) are a plus.
Deliverables Include
Administering, configuring, and integrating Jira SaaS in a government cloud environment.
Leading the consolidation and migration from Azure DevOps (on-prem) and GitLab (on-prem) to Jira SaaS.
Developing secure, automated integrations between Jira SaaS and key enterprise systems (e.g., ServiceNow, GitLab) to enable full visibility across planning, development, and operations.
