Position Summary

We are seeking an experienced Enterprise Architect to lead large-scale system implementation initiatives for California State agencies. The ideal candidate will have extensive experience in enterprise architecture frameworks, IT transformation programs, and proven success in delivering complex, multi-agency solutions. This role requires strong technical expertise, leadership capabilities, and the ability to collaborate with diverse stakeholders to ensure effective project governance, implementation, and long-term sustainability.

Key Responsibilities

    • Lead enterprise architecture design and governance for large-scale IT system implementations (budget > $10M, multiple phases, 50+ team members).
    • Provide strategic oversight across planning, requirements validation, solution architecture, implementation, rollout, knowledge transfer, post-implementation support, and ongoing project governance.
    • Define and maintain enterprise architecture standards, reference models, and best practices to support business and technology goals.
    • Collaborate with multiple California State agencies and external partners to align business needs with technical solutions.
    • Apply modern technologies and methodologies, including SaaS, IaaS, PaaS, SOA, microservices, APIs, event-driven architectures, predictive analytics, and open data solutions.
    • Use enterprise architecture (EA) tools, such as BizzDesign, to model, analyze, and optimize enterprise architecture for enhanced decision-making.
    • Ensure compliance with California Project Approval Lifecycle (PAL) stage gate processes.

Required Qualifications

    • Minimum 15+ years of progressive IT experience, including technical architecture, system design, lifecycle management, and infrastructure operations.
    • At least 10 years working across three or more disciplines, such as business architecture, solution architecture, application development, middleware, information analysis, database management, or multitier operations.
    • At least 5 years (within the last 10) serving as a Chief Enterprise Architect or Enterprise Architect on large-scale system implementations.
    • Minimum 5 years of practical experience leading IT initiatives involving collaboration across multiple agencies and external partners.
    • At least 3 years using and/or certified in an EA platform (e.g., BizzDesign) with hands-on modelling and analysis expertise.
