Job Summary:
The Project Manager (PM) manages highly technical ECOSphere projects and works with the USFWS DBTS lead PM to ensure alignment with program objectives. The PM owns execution across scope, schedule, cost, risk, communications, and delivery quality, coordinating diverse technical and non-technical stakeholders.
Key Responsibilities:
Lead ECOSphere project planning sessions as directed by USFWS leadership and coordinate execution across engineering, data, GIS, reporting, and operations teams.
Develop and manage integrated project plans (schedule, milestones, dependencies), adapting work as required to maintain delivery commitments.
Manage project progress and ensure all ECOSphere deliverables meet agreed-upon deadlines and quality standards.
Manage relationships with management and stakeholders; facilitate decision-making, expectations management, and clear communications.
Oversee incoming/outgoing ECOSphere project documentation; ensure artifacts are current, traceable, and review-ready.
Participate in the ECOSphere process (design, submission, review) and ensure stakeholder requirements are captured and validated.
Design, update, and communicate project risk mitigation plans; proactively identify roadblocks and implement mitigation strategies.
Conduct project reviews and create detailed reports for management and executive leadership (status, risks, issues, decisions, next steps).
Optimize and improve project delivery processes and approaches where necessary (Agile/Scrum ceremonies, backlog hygiene, reporting dashboards).
Coordinate with security/operations stakeholders to track remediation activities (e.g., vulnerability fixes, POA&M milestones) and ensure delivery sequencing aligns with compliance needs.
Support vendor/partner coordination where applicable; manage performance, quality, and deliverable acceptance.
Minimum Qualifications:
PMI certification (PMP preferred).
Minimum 7 years of project management experience (including technical writing/documentation).
Demonstrated experience managing complex projects with short timelines and multiple stakeholders.
Proficiency in Microsoft Project, MS Word, MS Excel, and Adobe Acrobat.
Skilled in oral and written communication with technical and non-technical audiences.
Preferred Qualifications
Experience managing projects using Scrum/Agile (highly desired).
Experience supporting cloud-hosted (e.g., AWS) application delivery and SDLC execution.
Experience coordinating remediation workstreams for security vulnerabilities and POA&M tracking.
Prior experience supporting scientific/biological data or conservation-focused systems (nice to have).
