Job Description:

Seeking an experienced Business Analyst to perform highly advanced (senior-level) business analysis for a public health and nutrition program. This individual will play a key role in supporting the transition from the current Management Information System (MIS) to an Electronic Benefit Transfer (EBT) system. The ideal candidate should possess a strong analytical mindset, significant experience in both business and data analysis, and a demonstrated ability to work independently and use sound judgment.

Responsibilities include analyzing system requirements, identifying improvements, supporting training development, managing user acceptance testing (UAT), and providing overall support during the transition process. This role requires frequent interaction with both internal stakeholders and external vendor partners.


Required Experience and Skills:

Candidates must meet the following minimum qualifications:

  • 8 years of experience troubleshooting system problems related to portals, MIS, and EBT systems for clinics and participants.

  • 8 years of experience developing training materials and conducting formal training on system modules related to nutrition education, clinic services, and infant feeding.

  • 8 years consulting on MIS/EBT issues and contributing to solution implementation.

  • 8 years analyzing user requirements from both state and local agency staff and translating them into testing and training plans.

  • 8 years experience escalating complex project decisions to business leads for final approval.

  • 8 years experience designing and executing UAT test cases for MIS systems.

  • 8 years reviewing release notes and communications for client portals and benefit issuance systems, and offering feedback pre-production.

  • 8 years proactive identification of project risks and proposing mitigation strategies.

  • 8 years reviewing project deliverables and design documentation, and providing feedback to software vendors.

  • 8 years tracking project deliverables to ensure on-time completion.

  • 8 years experience developing and completing test plans for solution validation.

  • 8 years delivering excellent customer service and support, including timely response and problem resolution.

  • 8 years experience guiding and educating stakeholders on business and technical processes.

  • 8 years reviewing sprint reports to ensure alignment with project goals.

  • 8 years monthly review of dual participation records in the MIS.


Preferred Experience:

  • 1 year of documented experience conducting monthly reviews of dual participation records in the MIS is a plus.
