Job Description:

We are looking for an experienced Project Manager to lead complex IT initiatives with cross-functional and strategic impacts. This role requires someone who brings extensive experience in planning, budgeting, resource allocation, and project documentation. The Project Manager will be responsible for both independent tasks and team leadership to drive the successful completion of assigned initiatives.

This role involves oversight of multiple projects within an enterprise environment, particularly those involving data architecture and analytics initiatives, including cloud analytics and data integration across departments.


Key Responsibilities:

  • Collaborate closely with internal data architecture and analytics teams on cloud analytics reporting initiatives.

  • Develop and publish project management deliverables in line with statewide project delivery framework requirements.

  • Draft clear and comprehensive RFPs for vendor services focused on data management solutions.

  • Assist in obtaining federal funding by developing federally approved Implementation Advance Planning Documents (IAPDs).

  • Manage data integration projects involving various health and human services departments.

  • Report directly to the IT Data Analytics Support Director and align project goals with strategic organizational objectives.

  • Establish strategic roadmaps in coordination with stakeholders and vendors.

  • Conduct procurement exercises as necessary for vendor engagement.

  • Oversee day-to-day project operations, including daily scrums, sprint planning, and backlog grooming.

  • Identify project risks and coordinate mitigation strategies with leadership.

  • Communicate regularly with stakeholders, leadership, and team members.

  • Maintain clear documentation and ensure compliance with all applicable standards.


Certification:

  • Project Management Professional (PMP) certification required.

  • Scrum Master certification is a plus.


Minimum Required Skills and Experience:

  • At least 8 years of experience in IT project management.

  • At least 8 years of experience in the IT industry with a focus on data management solutions (such as data warehouses, data lakes), business intelligence, J2EE development, or SOA-related systems.

  • Strong verbal and written communication skills (minimum 8 years).

  • Experience developing concise and clear project documentation (minimum 8 years).

  • Experience leading teams through meetings, mentoring, and task assignment (minimum 8 years).

  • Proficient in risk management and progress monitoring (minimum 8 years).

  • Proven ability to update leadership on project status and issues (minimum 8 years).

  • Strong problem-solving capabilities (minimum 8 years).

  • Hands-on experience with both the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC) (minimum 8 years).

  • Experience tracking project budgets and inputting actual costs into tracking tools (minimum 8 years).

  • Agile project management experience including sprint planning, retrospectives, Kanban, etc. (minimum 8 years).


Preferred Experience:

  • At least 6 years of experience in the healthcare or public health industry.

  • At least 6 years of experience managing multi-agency or multi-department IT initiatives.

  • At least 6 years of experience working within health and human services agencies.

  • At least 5 years of experience working on TSS sprint teams in coordination with state-level entities.

  • Ability to manage resources effectively in functional and matrixed environments (minimum 5 years).

  • Experience in developing and executing project and quality plans (minimum 5 years).

  • Involvement in the full lifecycle of projects from planning to deployment (minimum 5 years).

  • Strong leadership skills with the ability to build and motivate high-performing IT teams (minimum 5 years).

  • At least 3 years of experience with access and eligibility programs.
