Harris County Universal Services is transforming the way the County does business and seeking a Fleet Management System (FMS) Administrator to join our team. Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

The FMS Administrator serves as the primary administrator and subject-matter expert for the Fleet Management System and its associated tools. The role acts as a key liaison between Fleet Services, external agencies, and system vendors to support efficient, accurate, and secure data management while ensuring users are properly trained and supported in the FMS.

Fleet Management System Oversight
- Maintain designated fleet management systems, including setup, updates, and configuration.
- Create, manage, and deactivate system users; assign appropriate permissions and maintain security standards.
- Develop, publish, and maintain standard operating procedures related to system usage.
- Conduct training sessions and create supplemental training aids for system users.
- Communicate and coordinate system updates, changes, and known issues with users and management.
Internal FMS Reporting and Analytics
- Generate FMS reports, KPIs, and dashboards to monitor fleet performance and inventory health.
- Assist stakeholders in understanding fleet data and interpreting system analytics.
- Coordinate with departments and agencies to maintain accuracy and timeliness of reporting information.
Agency Liaison & Data Custodian
- Serve as the custodian of records for FMS data.
- Support agency-specific data needs, including defining user roles, and operational preferences.
- Coordinate annual agency account reviews and validate authorization protocols.
Electronic Device Inventory Management
- Maintain and track the inventory of mobile devices and other fleet-issued electronics.
- Coordinate with vendors to resolve affecting FMS access.

Requirements
Education:
- 60 hours of college credit or Associate Degree
Experience:
- Minimum five (5) years of demonstrated work experience administering enterprise or fleet management systems
- Experience managing user access and system configurations
- Experience developing reports and analyzing system data for performance or compliance purposes
- Experience supporting technical systems in a service-oriented environment
- Experience with Microsoft Suite; Proficient in Microsoft Excel formulas and functions
Knowledge, Skills & Abilities:
- Strong verbal and written communication skills, with the ability to clearly explain technical systems and concepts
- Proficient in database management, report creation, and user administration
