Job Details
The State seeks an Application Architect to lead the end-to-end design, migration, and implementation of a modernized Disease Surveillance System (DSS). This role requires deep technical expertise in building scalable public health systems and integrating with multiple secure platforms in a government-regulated environment.
Core Responsibilities-
Architect and deliver a scalable, modular Disease Surveillance System to replace a legacy system.

Design and lead large-scale relational data migration and synchronization strategies using PostgreSQL or Oracle.

Build and maintain high-throughput data pipelines and real-time streaming integrations using Kafka.

Integrate external systems using REST APIs, OAuth2.0, SAML, and secure authentication protocols.

Ensure compliance with data security, accessibility (WCAG 2.1), and performance standards.

Lead architecture reviews and collaborate with cross-functional technical teams on deployment and support.

Implement cloud-native architectures in a state-approved AWS environment, using services like S3.

Support 24/7 system availability with efficient error handling, alerting, and monitoring practices.
Candidates must meet all of the following:

5+ years of experience as an Application Architect leading government or public health projects.

Direct experience architecting or working on a Disease Surveillance System (DSS).

Strong experience in:

Kafka Streaming and Kafka Cloud front load balancing

Java applications and system integration
-
PostgreSQL and Oracle databases
-
DataBricks for analytics workflows

ElasticSearch for indexed search capabilities

JavaScript for dynamic UI components
-

Certified in AWS with hands-on experience using S3, IAM, and deployment best practices.

Demonstrated ability to support secure, high-concurrency web applications in a regulated IT environment.
