We are seeking a skilled Business Analyst with experience in IBM Cram software, Medicaid eligibility, and government IT projects. The ideal candidate will serve as a liaison between business units and IT, translating business needs into technical solutions that enhance operational efficiency and support strategic goals.

Key Responsibilities:
- Act as a liaison between business programs and IT to deliver technical solutions.
- Analyze business operations to identify strengths, weaknesses, and automation opportunities.
- Assist in business process redesign and documentation for new technologies.
- Conduct stakeholder sessions to gather and document business requirements.
- Translate business requirements into functional specifications for IT teams.
- Facilitate communication between business units and IT from requirements to implementation.
- Stay informed on technological trends to recommend innovative solutions.
- Execute requirements development including elicitation, analysis, specification, and validation.
- Document and analyze business processes and data relationships.
- Participate in requirements management processes including change control and traceability.
- Provide interpretation and guidance on requirements to technical and test teams.
- Identify risks, issues, and propose actionable solutions.
- Collaborate with internal and external stakeholders including vendors, government agencies, providers, and beneficiaries.
- Support buy vs. build decision-making processes.
- Research and maintain business rules, requirements, and models in a repository.
- Perform other project-related duties as assigned.
- 1+ years of experience with IBM Cram software.
- 1+ years of experience in government IT projects as a business analyst or similar role.
- 1+ years of experience eliciting and documenting business rules and processes.
- 2+ years of experience in Medicaid Eligibility or other healthcare insurance domains.
- Exceptional written and oral communication skills; strong proficiency in English.
- Proven ability to gather requirements through interviews and policy analysis.
- Knowledge of formal business process documentation and modeling techniques.
- Proficiency with graphical process flow software.
- Ability to communicate effectively with executive leadership, project teams, and stakeholders.
- Experience working with State and Federal government agencies.
- Familiarity with requirements repositories and version control systems.
- Strong analytical and problem-solving skills.
