The Independent Evaluation Group (IEG)'s mission is to improve World Bank Group (WBG) development results through excellence in evaluation. IEG is responsible for the assessment of the relevance, efficacy, and efficiency of WBG operational policies, programs and activities, and their contribution to development effectiveness. IEG's evaluations aim to enhance accountability and learning to inform the formulation of new (and course corrections of ongoing) core work of the WBG.
IEG is directly responsible for:
Evaluating whether the WBG Institutions' core work is producing the expected results, including global, regional, and other programs in which the institution(s) is a participant.
Incorporating evaluation assessments and findings into recommendations designed to help improve the development effectiveness of the WBG's core work, and their responsiveness to member countries' needs and concerns.
Reviewing the Institutions' operational self-evaluations.
Reporting regularly to the Boards on actions taken by the institution(s) in response to evaluation findings, and on the measures being taken to improve the overall operations evaluation system and enhance learning, including dissemination and outreach activities.
Identifying, disseminating, and promoting the uptake of evaluation findings and lessons to maximize contributions to the WBG's learning and knowledge framework and reinforce learning and accountability within the WBG in reference to achieving the corporate goals.
Contributing to the international evaluation community, including knowledge-sharing with other multilateral and bilateral institutions.
Proposing strategic choices about the IEG work program after consultations with external stakeholders, the Board and WBG management, ensuring it is relevant and aligned with the Institutions' key strategic priorities, overall resources, and with the main development challenges affecting its member countries.
Encouraging and assisting member countries to build effective monitoring and evaluation partnerships, capacities and systems.
Leading the work of the Global Evaluation Initiative (GEI), a multi-donor trust fund established to support evaluation capacity development in developing countries, and to share evaluation knowledge, skills, and methods.
IEG's organizational structure comprises of: The Office of the Director-General, Evaluation (IEGDG); the Human Development and Economic Management Department (IEGHE); the Finance, Private Sector and Sustainable Development Department (IEGSP); and the Knowledge and Communications Unit (IEGKC). Through the VP and Director-General of Evaluation (DGE), IEG reports directly to the Board of Executive Directors.
The Vice President and Director-General, Evaluation (IEG DGE or DGE) is seeking a Special Assistant. The Special Assistant will serve as a member of a small front office team that works closely to provide strategic and tactical support to the DGE. S/He will be based in Washington DC, reporting directly to the DGE.
Duties and accountabilities:
The primary responsibilities of the Special Assistant to the DGE will be to provide comprehensive project management support to the DGE and DGE front office. S/he will report directly to the DGE. Duties and accountabilities include, but may not be limited to, the following:
Project Management:
In consultation with the DGE's core team and task team leaders, support the coordination and implementation of long-range strategic projects and initiatives for IEG and the DGE, as well as possible joint projects with IEG's external partners. Help to ensure that objectives of projects and initiatives are met within the specified time frame, budget, and quality standards.
Monitor and coordinate the implementation of the DGE strategy, analyze and make suggestions to the DGE front office team for DGE time use, and update DGE front office team on status of IEG evaluation deliverables (the RAG).
Ensure that all team members and stakeholders are on the same page and proactively manage stakeholder engagements, taking account and being sensitive to how existing structures and responsibilities are managed in IEG.
Working with the DGE's Advisor and Senior Executive Assistant, help to streamline DGE electronic filing of materials and briefs for IEG deliverables, corporate thematic issues, internal and external meetings, conferences and events. Keep folder structure simple and clear. Keep the record of DGE Friday reading, try to avoid bunching of meetings and workflow. Ensure that records are kept of decisions, minutes and briefs.
Follow the WBG Boards calendar to flag important meetings with the Advisor and Senior Executive Assistant.
Handle special assignments as directed by the DGE.
Coordination and collaboration:
With the support of the DGE's Senior Executive Assistant and Advisor, coordinate the planning, scheduling and logistics around DGE priorities, IEG internal and external engagements, events, conferences, field visits, outreach programs and communication-related activities involving IEG.
Work collaboratively with members of the IEG senior and extended leadership teams as well as with others across the WBG.
In collaboration with the Knowledge and Communications unit and DGE Advisor, support the DGE communications activities, and determine the most appropriate tools and channels to disseminate results and share knowledge, both to external audiences as well as internally across the WBG.
Selection Criteria
Master's degree in project management, Business, Finance, Communications or a related field, and a minimum of 2 years of relevant work experience, or equivalent combination of education and experience.
Demonstrated project management experience, organizational skills and excellent attention to detail and follow-through.
Demonstrated ability to think strategically and rapidly analyze diverse information from varied sources.
Strong data analysis and synthesis skills.
Excellent interpersonal and communication skills.
Outstanding team player in a multicultural environment.
