Job Description:

  • Develops, recommends, implements, and manages the technical architecture (hardware, software, database, and communications) that will be used for all or specific applications in a large, distributed cross-platform environment.
  • Responsibilities also include the identification of relevant information and the determination of the environment, which will be used for development.
  • Optional extensions will have travel associated.
  • Onsite attendance is required as needed by the client with remote options. This includes travel due to operational needs.

Experience and Skill Set Requirements:

  • Provides technical and administrative support for the work of technical and professional staff to support LRC radio strategic plans, policies, and goals.
  • Loads and recycles encryption keys for voice and data in coordination with the LMRN Encryption Administrator
  • Maintains accurate records of encryption keys disseminated to the LRC users.
  • Manages encryption key security for LRC subscriber equipment.
  • Provides primary support for interoperable communications during disasters.
  • Attends LRC and GMCB work group meetings on disaster preparedness and exercises.
  • Provides technical expertise in the evaluation of technical solutions as they relate to subscriber equipment administration, programming, encryption requirements, and code plugs.
  • Develops policies that include standard operating procedures for LRC radio use.
  • Adds, removes, or updates user information such as logins and passwords.
  • Documents various network configurations as they relate to LRC use of the PSRN.
  • Responds immediately to security or usability concerns.
  • Participates in the budget process and prepares annual budgets to include cost-sharing agreements with the other PSRN stakeholders.
  • Represents LRC on committees and in meetings as requested.
  • Provides staff support on a variety of boards and commissions.
  • Performs related work as required.
  • Extensive knowledge of P25 radio technology acquired through a minimum of eight (8) years of design and/or support, preferably in a Client environment.
  • Minimum of five (5) years in a supervisory position managing and/or administering a P25 radio network
  • Hands-on experience with voice and data encryption equipment such as KMF, KMF workstation, and KVL
  • Hands-on experience using Client Zone Watch, the Provisioning Manager software (PM) and Unified Event Manager (UEM) or equivalent.
  • Proficiency in producing various reports as they related to the LRC use of the LMRN.

  • Must be a Subject Matter Expert in Two-Way Public Safety Radio networks and specifically with Encryption and Interoperability
  • Must have experience developing complex two-way, P25, Public Safety radio network transition and migration strategies with cross-stream dependencies.
  • Must have experience with encryption key management, new key generation, and key rotation.
  • Must have excellent communications skills with the ability to promote and maintain strong relationships with key stakeholders.
  • Must have experience with large-scale/ complex projects involving network design, network implementation, network transition, interoperability, user equipment distribution and operations.
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. Security Clearance process, levels, roles etc. are subject to change without prior notice.

Candidates may be required to undergo revised/new processes (or levels) at any time prior to or during the term of the contract.

Criteria Ratings Must Total 100:
P25, Public Safety Radio Network Transition and Integration Project Management - 20

  • Experience developing and managing complex radio network build projects.
  • Experience developing and implementing large-scale, complex, integrated implementation plans.
  • Experience managing risks and issues that cross multiple internal/external organizations and sub-project streams.
  • Experience coordinating multiple teams in an integrated fashion to achieve outcomes.
  • Experience on encryption key management, new key generation, key rotation.
  • Experience with structured/unstructured data encryptions and defining encryption policies, processes, and SOPs.

Communication and Relationship Management Experience - 20

  • Experience managing executive relationships and dealing with senior executives across multiple organizations.
  • Experience building relationships with 3rd party vendors and effectively managing and reporting to governance.
  • Leadership skills to align activities across several project streams and organizations.
  • Excellent communication skills with the ability to promote and maintain strong relationships with key stakeholders while also building team capacity.
  • Skills to identify, address, and resolve sensitive/contentious client service, operational and technical issues.
  • Skills to identify risks and develop mitigation strategies.
  • Work in conjunction with internal LRC and Ministries staff and external parties to troubleshoot and resolve issues.

Telecommunications and Public Safety Radio Network experience and large Service Delivery projects experience in a public sector entity 30

  • Demonstrated experience in the role of overall subject matter expert as it pertains to Public Safety, Radio & Telecommunications.
  • Experience with large-scale/ complex projects involving network design, network implementation, network transition, interoperability, user equipment distribution and operations.
  • Knowledge and experience both in a strategic and operational public sector and public safety governance models, experience managing complex, multi-unit, multi-stakeholder and multiple levels of public sector and public safety executive stakeholder project team.
  • Experience with public sector processes and policies.
  • Demonstrated experience developing mutually beneficial relationships with public sector entities.
  • Extensive experience working on large, two-way radio projects.
  • Experience with the Public Safety agencies and its stakeholder.
  • Experience with the projects related to 24x7 critical environments and operations would be an asset.

Public Safety Radio Encryption Expertise - 30

  • Demonstrated experience in the role of subject matter expert as it pertains specifically to Radio Encryption services on P25, public safety networks.
  • Demonstrated experience in the role of subject matter expert as it pertains specifically to public safety interoperability requirements, SOPs and implementation in a public safety, encrypted radio environment.

Knowledge Transfer

  • Completed Deliverables details.
  • Processes used for Developing deliverables.
  • Artifacts collected.
  • Project Manager / Team members

1:1 meetings / team meetings / documentation on SharePoint site, throughout the duration of the project life cycle etc.
