Role:

Delmock Technologies, Inc. is seeking a Project Manager (Certified Scrum Master) to lead and oversee enterprise-level projects that drive technological innovation and operational excellence. The Project Manager will act as the primary point of contact for stakeholders, ensuring projects are delivered on time, within scope, and aligned with organizational objectives.

Responsibilities:

  • Develop comprehensive project plans, including timelines, resource allocation, risk management, and budget control.
  • Monitor project progress, identify risks, and implement mitigation strategies to ensure successful project delivery.
  • Serve as the single point of contact for Contracting Officers (CO), Contracting Officer Representatives (COR), and USCIS Program Managers.
  • Facilitate regular progress meetings, prepare status reports, and provide updates to stakeholders.
  • Supervise and coordinate the work of cross-functional teams, including subcontractors and technical staff.
  • Ensure project activities align with USCIS and DHS enterprise architecture governance frameworks and IT demand management processes.
  • Oversee the preparation and submission of project documentation, including architectural artifacts, review packages, and compliance reports.
  • Collaborate with Solution Architects and Program Managers to ensure the implementation of scalable and secure technology solutions.
  • Support the development of Proof of Concepts (POCs), pilots, and iterative engineering cycles.
  • Track project milestones and deliverables, ensuring alignment with enterprise objectives and client expectations.
  • Identify performance gaps and recommend solutions for continuous improvement.

Minimum Requirements:

  • Bachelor's degree in computer science or a related field.
  • A minimum of 5 years of experience in project management roles, preferably within a government or enterprise-level organization.
  • Proven experience managing IT projects, including Agile development cycles, cloud-based technologies, and DevSecOps practices.
  • Strong leadership and team management capabilities.
  • Excellent communication and presentation skills, with the ability to interface with technical and non-technical stakeholders.
  • Proficiency in project management tools such as JIRA, Microsoft Project, and ServiceNow.
  • Solid understanding of enterprise architecture frameworks and IT governance processes.

Certification: Certified Scrum Master (CSM)

Preferred/Nice to Have Skills:

  • Familiarity with USCIS or DHS processes, including IT Demand Management (ITDM) and Capital Planning and Investment Control (CPIC).
  • Experience managing projects that involve Multi-Cloud Computing (AWS, Azure, Google Cloud Platform) and Agile frameworks.
  • Background in business process modeling, risk management, and compliance reporting.

Clearance:

  • Must be able to pass a U.S. government background investigation and meet public trust requirements.
