Job Description:
- Major responsibilities include performing highly advanced (senior-level) SSIS development (packages, configurations, parameterization, error handling, logging) and equally advanced data analysis and documentation to move and validate critical agency data among SQL Server, Oracle, Snowflake, and mainframe sources. Requires strong SSIS design, configuration management (Azure DevOps/Git), SQL Server/Oracle/Snowflake skills, and knowledge of data warehouse/ETL design including incremental/CDC patterns, data quality and reconciliation, and report validation. The candidate will review existing bridges, propose performance/reliability improvements, and communicate technical findings to technical and non-technical stakeholders. Awareness of the broader stack (Informatica, MuleSoft, COBOL, Java, Salesforce, C#/.NET Core, Oracle, Snowflake, GoAnywhere) is beneficial.
- All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Railroad Commission of Texas will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
- Other responsibilities may include coordination of or performing requested research and the analysis required for work proposals, software and systems modifications, and new projects. Overseeing the analysis, designs, plans, diagrams, and verifying procedures for existing and proposed applications. Provides technical advice, assistance, and recommendations in matters related to programming operations and problems, including Production issues.
Essential Job Duties
- SSIS / ETL ( 50%)
- Design, develop, and maintain automated ETL solutions with Microsoft SSIS (project/deployment model, configurations, parameterization, robust error handling and logging).
- Orchestrate data movement between SQL Server, Oracle, and Snowflake; where appropriate, integrate Azure Data Factory/Informatica and file automation (e.g., GoAnywhere/MuleSoft).
- Implement CDC/incremental patterns; tune performance via staging/partitioning, set-based SQL, and workload scheduling to meet SLAs.
- Follow change management and code migration processes (Azure DevOps/Git); promote from Dev Test/QA Prod with auditable approvals.
- Troubleshoot build/run failures; create runbooks; monitor and optimize ETL runtimes and job dependencies.
- System Analyst ( 50%)
- Elicit and document data & reporting requirements (KPIs, filters, delivery cadence) and translate into functional/data specifications.
- Produce and maintain S2T mappings, business rules, data dictionaries, and lineage/flow diagrams (current future state) spanning staging, integration, and presentation/reporting layers.
- Define and execute data quality and reconciliation controls (row counts, checksums/hashes, referential integrity, threshold/exception reports); validate loads back to sources (SQL Server/Oracle/mainframe).
- Support UAT for data changes/reports (test scenarios, expected results, sign-offs); coordinate remediation and re-tests.
- Review database/report performance and suggest alternatives (indexing/partitioning/materialized views, pre-aggregations) to meet SLA and usability goals.
- Communicate progress/risks/issues promptly; mentor junior staff; coordinate with SMEs, DBAs, ETL engineers, and reporting teams (Power BI/SSRS).
Maintain organized, audit-ready documentation in SharePoint/Confluence/Azure DevOps
Essential Job Duties
- Development of automated ETL solutions with Microsoft SSIS and Oracle platforms.
- Performs analysis and research of application functionality and interprets project requirements to develop technical specifications for application ETL functionality
- Determines database requirements by analyzing business operations, applications, and programming; reviewing business objectives; and evaluating current systems.
- Practices current development methods/techniques and establishes development standards (which include coding standards, documentation standards, and testing standards) to ensure the quality and maintainability of automated solutions.
- Communicates and/or collaborates with business area stakeholders to coordinate development efforts in support of business needs.
- Leads the development and maintenance of documentation and ensures that the content of documentation is well organized, complete, and appropriate to the audience.
- Ensures project schedules are met, and/or re-negotiated, and approved prior to target dates.
- Communicates progress and issues affecting work assignments to management and/or Project Manager as soon as possible.
- Follows established change management code migration processes.
- Mentors junior level staff in the development, testing, and deployment of new and/or modified solutions.
- Collaborates with other staff in the development, testing, and deployment of new and/or modified solutions.
- Familiar with design best practices of data warehouse and application databases.
- Reviews all application database change requests to determine any (downstream) effect on warehouse ETLs.
- Consults the Data Dictionary for any dependencies and additional information that the data admin request may require.
- Assist with the review of database performance and suggest alternative ways to resolve any performance issues
- Creation of technical documentation for process and interface documentation is a key element of this role, as the Team is working on release two of a minimum four release effort.
- Ability to review the work of others, troubleshoot, and provide feedback and guidance to meet tight deliverable deadlines is required.
- Ability to promote the code from development environments to production.
- Familiarity with Github or equivalent version control systems.
- Extensive experience with Oil & Gas systems
- Experience working with state agencies
- Perform related work as assigned.
