Job Description:
- The Project Manager will lead and deliver large-scale, complex, high-profile, and high-risk I&IT initiatives.
- The role requires proven experience with multi-year, multi-million-dollar projects, extensive stakeholder engagement, strong leadership, and technical expertise in project management methodologies, Agile/Waterfall frameworks, and cloud implementations.
- Provides project management on large-scale, complex, high-profile, and high-risk projects for client I&IT initiatives.
- Ensures project deliverables meet business requirements on time, within scope, and budget.
- Drives efficiency, cost-effectiveness, and compliance with client methodologies and frameworks.
- Extensive end-to-end project management experience.
- Proven experience with multi-million-dollar, multi-year projects.
- Strong stakeholder management skills in highly complex environments.

- Experience with Microsoft Office tools including Visio, Project, PowerPoint, Word, Excel, and Teams.
- Working knowledge of DevOps (Azure).
- Prior experience with cloud-related project implementations.
- OPS/Public Sector experience.
- Product Management knowledge.
- PMP or other Project Management certifications.
- Leads organizational development, strategy, business planning, and funding requests.
- Gathers and develops requirements to create and maintain detailed project schedules and integrated plans.
- Monitors and forecasts project costs with reporting to ensure targets are met.
- Develops and manages project schedules, deliverables, and scope.
- Promotes project management best practices and adherence to methodologies.
- Directs project teams to ensure compliance with government and ministry standards.
- Coordinates project processes and develops communication guidelines.
- Sources, selects, and on-boards team members across disciplines (OPS employees and consultants).
- Resolves conflicts, negotiates resourcing changes, and ensures knowledge sharing across teams.
- Develops complex project budgets with multiple funding channels.
- Manages project budgets with accountability, forecasts, and reconciliation.
- Identifies risks and issues proactively, recommends mitigation strategies.
- Establishes and participates in steering committees and stakeholder forums.
- Provides project/program/portfolio reporting to senior executive stakeholders.
- Manages change resistance and fosters support throughout project stages.
- Promotes I&IT project management standards and best practices.
- Knowledge of PMI s Project Management Body of Knowledge (PMBOK).
- Understanding of Information Management principles and practices.
- Ability to recommend software, hardware, and technology acquisitions.
- Experience monitoring projects, resolving issues, and ensuring effectiveness.
- Ability to manage client expectations, relationships, and resolve conflicts.
Project Management (35%):
- 10+ years of enterprise project management experience across business and I&IT teams.
- Proven experience managing multi-million, multi-year projects.
- Expertise in stakeholder, risk, change, issue, time, scope, and resource management.
- Experience with Microsoft Office tools (Visio, Project, PowerPoint, Word, Teams).
- Experience with collaboration/project tools (Jira, Trello, MS Project, Kanban, etc.).
- Strong financial forecasting and reconciliation skills.
- Experience defining business/technical requirements and outcomes.
- Ability to collaborate with policy, IT, legal, communications, and privacy teams.
- Experience managing various software development methodologies (Agile/Scrum, MVPs).
- Knowledge of I&IT technology deployment/rollout.
- Experience leading technology infrastructure procurements.
- Ability to define, plan, and deliver end-to-end business, operational, and IT solutions.
- Knowledge of Oracle deployment environments.
- Experience leading QA activities and processes.
- Experience preparing privacy, financial, communication, and IT documentation.
- Examples include: Business Cases, Privacy Impact Assessments, Threat Impact Assessments, RFIs, RFS.
- Experience with Public Sector ITIL processes (incident, release, problem management).
- Knowledge of client business processes, project gating, and business rules.
- Familiarity with government network and desktop infrastructure procurement and support models.
