Background

The Information Technology Office (IT) at the Agency for Health Care Administration (AHCA) oversees the agency s use of existing and emerging technologies to support government operations and public services. IT works to align business and technology objectives, improve efficiency, and deliver clear, effective solutions.

To support its mission, IT utilizes contracted Applications Development Analysts to develop, enhance, and maintain key software applications across the agency.

Education Requirement

  • Bachelor s or Master s degree in Computer Science, Information Systems, Business Administration, or a related field required.

  • Equivalent work experience may substitute for the education requirement.

    Primary Responsibilities

    The selected consultant will work under the direction of the Agency s designated Project Manager or Lead Applications Development Supervisor. Duties include, but are not limited to:

    • Comply with Division of IT Information Systems Development Methodology (ISDM) processes, templates, and standards.

    • Design, develop, test, implement, maintain, and enhance software applications in accordance with AHCA methodologies and standards.

    • Participate in architecture design, performance monitoring, and interface development.

    • Provide development estimates and execute software test plans.

    • Work on pipeline and release processes using Azure DevOps.

    • Coordinate with the Agency s Lead Development Supervisor to support production deployments.

    • Create and manage SQL queries for troubleshooting, ad hoc reporting, and anomaly investigation.

    • Develop process flows, technical documentation, and maintain system documentation.

    • Support integration with internal and external systems as required.

    • Ensure compliance with AHCA security policies, HIPAA, and CJIS standards.

    • Adapt to changing daily priorities to support agency needs.

    • Compliance: HIPAA, CJIS

    • Platforms & Tools: Microsoft Office, Azure, Office 365, SharePoint, Laserfiche

    • Databases: SQL Server, Oracle

    • Programming & Frameworks: C#, .NET (Framework/Core/Standard, MVC, Entity Model), LINQ

    • Web Development: JavaScript, HTML, CSS, Telerik Kendo UI

    • Reporting & Analytics: SSRS, Tableau

    • Integration & Services: Web Services, XML, OData, REST APIs, SFTP

    • Infrastructure & Cloud: Microsoft Azure, AWS, Google Cloud, IIS, Mobile Devices

    • CI/CD & Source Control: Azure DevOps, Agile/Scrum methodologies

    • Key Knowledge, Skills & Abilities (KSAs)

      • 5 Yrs Strong experience with multi-tier architecture and three-layered service patterns.

      • 5 Yrs and above Proficiency in SQL Server/Oracle databases and advanced SQL query development.

      • 3+ Expertise in CI/CD pipelines and Azure DevOps.

      • Proven experience in Agile/Scrum environments.

      • Ability to analyze, design, and implement secure, scalable applications.

      • Strong troubleshooting and problem-solving skills.

      • Excellent communication and collaboration abilities.
