Job : GIS Analyst – Consultant
Location: Cayce, SC (Hybrid – 3 days onsite, 2 days remote)
Seeking an experienced GIS Analyst – Consultant to provide backend support for the agency’s GIS environment, scripts, and REST services. The role focuses on Public Health initiatives and maintaining GIS systems that support emergency response operations and enterprise geospatial functions.
Responsibilities:
Support GIS initiatives including cancer registry, immunization tracking, and disease surveillance.
Develop and maintain Python scripts, REST services, and Web API integrations.
Perform complex GIS analysis, design, documentation, and implementation.
Manage ArcGIS Online, ArcGIS Portal, and related GIS applications.
Handle restricted/confidential health data using proper security and de-identification standards.
Perform spatial data manipulation, spatial analysis, and create high-quality cartographic products.
Collaborate with IT and GIS teams to meet security and technical standards.
Provide user support, troubleshoot system issues, and manage permissions.
Maintain system documentation, testing, and production validation.
Required Skills:
3–5 yrs experience in public health data analysis, data mapping, and data cleansing
3–5 yrs experience with ArcGIS Pro and ArcGIS Online
Experience with Web Services (REST, SOAP)
3–5 yrs GIS Infrastructure Administration & Monitoring
Proficiency with SQL Server
Expertise in GIS Mapping, Data Integration, and Quality Management
Strong understanding of IT best practices and operations
Preferred Skills:
Excellent communication and teamwork abilities
Experience administering Microsoft IIS
Hands-on with ArcGIS Notebooks
Familiarity with ticketing systems (ServiceNow, Remedy)
Knowledge of information security standards, HIPAA, PHI/PII compliance
Education:
Bachelor’s degree in GIS, Geography, Computer Science, or related field (or equivalent experience)

Must be self-motivated and able to work with minimal supervision
