Job Title: Senior Technical Specialist
Duration: 12 Months
Location: Hybrid 3 days on-site in Sacramento, CA

Overview:

A government agency is seeking a Senior Technical Specialist to support enterprise on-premise and cloud applications. This consultant will function as an expert-level business analyst and tester, leading analysis, design, and testing initiatives, and collaborating with program Subject-Matter Experts (SMEs) to support enhancements and change requests for various enterprise systems.

Responsibilities:

  • Lead the analysis and design of system and sub-system enhancements.

  • Facilitate and guide Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions with stakeholders including SMEs, developers, and testers.

  • Develop and maintain business requirements documents (BRDs), functional design artifacts, and requirements traceability matrices.

< data-start="1089" data-end="1130">Implementation, Testing, and Support</>
  • Collaborate with testing personnel to develop test scenarios and scripts.

  • Execute functional tests, document outcomes, and track defects.

  • Report test results and coordinate with IT and business teams for defect triage and resolution.

  • Provide ongoing knowledge transfer related to design documents, test cases, and change requests.

  • Conduct cross-training, document best practices, and participate in regular meetings to ensure continuous handoff to state personnel.

  • Maintain up-to-date documentation and share via designated file systems in alignment with contract manager requirements.

Ongoing Deliverables:

Throughout the contract, the consultant will be responsible for producing and updating project deliverables, including status reports, process documentation, triage reports, meeting minutes, test plans, and outcomes. These must be regularly reviewed with the contract manager and properly stored in the shared repository.

Minimum Qualifications:

  • Project Work & Technical Writing: At least 15 years of experience in project work, creating technical documentation such as business requirements documents, technical requirement documents, use cases, and design documentation.

  • Business Process Reengineering (BPR): Minimum of 15 years of experience in business process reengineering, including at least 10 years in mapping and analyzing current-state business processes.

  • Facilitation: 15 years of experience leading JAR and JAD sessions with both SMEs and technical teams.

  • SQL & Oracle: 12 years of experience using Oracle 11g/19C, including writing and debugging complex SQL queries for data setup and validation.

  • System Testing: 10 years of hands-on experience in system testing, test case development, test execution, and supporting User Acceptance Testing (UAT).

  • Power BI: Experience with business intelligence dashboards and reports using Power BI.

  • Design Tools: Familiarity with design and wireframing tools such as Figma and Microsoft Visio.

  • Collaboration Tools: Experience working with platforms such as ServiceNow, SharePoint, Jira, Confluence, and qTest.

  • Domain Experience: Background in public pension systems or governmental retirement and health benefit programs is a plus.
