Job Overview:

We are building a pipeline of experienced Organizational Change Management (OCM) Leads to support the upcoming Comprehensive Child Welfare Information System (CCWIS) modernization project for the Missouri Department of Social Services (DSS). The OCM Lead will play a critical role in developing and executing a change strategy that promotes adoption, stakeholder engagement, and communication across multiple agencies and teams.

Note: This is a pre-solicitation pipeline opportunity. Candidates will be contacted once the project is awarded.

Responsibilities:

  • Develop, implement, and manage a comprehensive change management strategy tailored to the CCWIS modernization effort
  • Lead stakeholder engagement and communication plans that facilitate transparency, buy-in, and collaboration
  • Support leadership alignment and readiness activities across diverse teams and agencies
  • Design and deliver targeted training and communication materials to ensure smooth transitions
  • Monitor and report on change management metrics and adjust strategies as needed to maximize adoption
  • Partner closely with project management, business analysts, and technical teams to integrate change efforts into overall project delivery

Qualifications:

  • 5+ years of experience in organizational change management, preferably within government, health and human services, or large IT modernization projects
  • PROSCI certification or equivalent formal change management training strongly preferred
  • Proven ability to lead complex change initiatives involving multiple stakeholders and organizational layers
  • Strong communication, facilitation, and interpersonal skills
  • Experience supporting federal/state compliance or public sector modernization efforts is a plus
