Location: Harrisburg, PA Hybrid (once a month onsite, candidate must reside in Pennsylvania)
Duration: Long Term

Position Overview

The Azure Data Warehouse Developer will play a critical role in the Data Modernization Initiative, supporting the vision that all public health policies and decisions are driven by high-quality, timely, and reliable data. This role involves modernizing operations, centralizing public health data, and leading the development of a modern Azure-based Enterprise Data Warehouse (EDW) to support statewide reporting, research, and decision-making.

Objectives of Engagement
  • Modernize Department of Health (DOH) operations and centralize public health data.

  • Enhance data architecture, statistical analysis, and reporting capabilities.

  • Design, construct, and maintain a state-of-the-art Azure EDW to improve public health surveillance, intervention, prevention, and research.

Key Responsibilities
  • Lead migration and modernization of the EDW to Azure Cloud using Azure Databricks, Delta Lake, Synapse, and related services (IaaS, PaaS, SaaS, serverless).

  • Gather business/technical requirements, recommend solutions, and implement efficient data warehousing designs.

  • Develop and manage ETL/ELT pipelines using SQL Server, SSIS, Azure Data Factory, Apache Spark, and Python.

  • Serve as technical lead for data modeling, formatting, cleansing, and integration with enterprise health applications.

  • Manage project assignments, track progress, and deliver against timelines.

  • Collaborate with stakeholders to define data standards, frameworks, and governance models.

  • Produce technical documentation (diagrams, flowcharts, specifications, manuals, test plans).

  • Ensure compliance with federal and commonwealth standards.

  • Support testing, training, and knowledge transfer activities.

  • Provide weekly reporting and maintain documentation in SharePoint, PeopleFluent/VectorVMS, and Daptiv.

  • Act as a liaison for EDW across DOH offices and partner agencies.

Required Skills & Qualifications
  • 5+ years of experience in data warehouse development and ELT/ETL in Azure environments.

  • Hands-on expertise with Azure Databricks, Delta Lake, Azure Data Factory, Pipelines, Synapse, Apache Spark, Python.

  • Strong SQL Server skills (T-SQL, SSIS, BI/data warehousing tools).

  • Experience as an Azure DevOps CI/CD Release Manager, including monorepo environments.

  • Advanced knowledge of relational and dimensional databases, star schema methodologies, facts, and dimensions.

  • Strong data engineering skills: data cleansing, classification, extraction, transformation, modeling, and reporting.

  • Proven experience in data mining, analytics, and API development.

  • Excellent organizational, documentation, and communication skills.

  • Bachelor's degree in Computer Science, Data Engineering, or related field (advanced study preferred).

Preferred Experience
  • Previous experience with public health or healthcare datasets and applications.

  • Familiarity with DOH systems (e.g., PA NEDSS NextGen, PA LIMS Replacement, Reporting Hub, COVID-19 response systems, Verato UMPI).
