Job Title: Lead Engineer-Protection and Control
The salary range for this position is dependent on experience level ranging from $114,332 to $142,916.00
Job Summary
The Lead P&C engineer will be part of the Digital Grid - Substation Automation group for New York (NYSEG and RG&E). The electric delivery system in New York contains approximately 5,600 miles of transmission lines & 621 substations (for a total of 8,200 miles and 965 substations). Lead Protection and Control Engineer will be integral member of the project team and unit to deliver execution of capital projects. Lead P&C Engineer main responsibilities will be to lead and support the engineering design activities, review drawings to ensure compliant to scope requirements and Avangrid standards. Preparation of scope of work, system criteria and specifications. Support procurement and construction activities during the different project stages. Consult and guide project engineers on protection engineering for electric transmission and substation system protection projects to ensure system reliability, safety and efficiency. Ensure all protection system standards and designs meet applicable company, local, state, and national codes and standards (IEC, IEEE, NESC, FERC, NERC, NPCC, NYISO, ISO-NE, NY PSC, and ME PUC). Liaison across Operating Companies, across global affiliates, with different departments, and with outside groups and agencies. Contributes to the development of System Protection strategy.
A strong knowledge of P&C and SCADA fields are required for this role. The Protection and Control Engineer will be responsible for supervising/performing work for energized substations while maintaining the reliability of the protective control systems. They will work with other professionals and technicians in a team environment on a variety of engineering projects with a focus on automation and protection and control upgrades within brownfield/greenfield substations. Typical scope includes providing/updating protective relay settings, commissioning new protective systems, investigation and root cause analysis of substations events, substation integration and automation, substation control systems and modern microprocessor-based equipment. The day-to-day activities have a wide degree of variety involving multiple projects moving simultaneously.

Key Responsibilities
- Review and update electrical drawings, to include Single-lines, Three-lines, Integration One Line, AC wiring, DC schematics and logic for new and existing wind/solar project.
- Writing scope requirements, system protection requirements specifications.
- Performing engineering studies to develop protective relay settings and functional testing plans for protection and control devices
- Generating, applying, and functional testing protective relays and automation system which includes the logic.
- Configuring integration & automation systems and RTU's.
- Performing point-to-point checkout of all SCADA points.
- Some level of expertise for disciplines of extreme importance to AVANGRID including following disciplines:
- Bus Configurations
- Functional diagrams for control and protection
- Protection, control and communication schemes
- Control and protection schematics
- Wiring diagrams and cable schedule
- Leads teams, acts as a facilitator and experienced mentor. Develop innovative services, technologies, & make recommendations with respect to current and future customer & stakeholder needs. Make presentations to regulatory/public entities.
- Independently apply design standards, industry codes, design criteria, guidelines & AVANGRID polices/procedures.
- Possess a depth and breadth of experience in electric transmission or distribution standards engineering and knowledge of internal/external business and regulatory issues. Recommends solutions and best practices where appropriate. Represents Process and Technologies on projects, task forces and studies.
- Perform administrative function such as technical writing, providing job status reports, requesting quotations, and ordering materials.
- NERC compliance which includes assisting with defining company programs to be compliant with the applicable various NERC standards.
- Guide engineering design, estimating, and analysis of the electric transmission and substation protection systems in support of capital construction budget and keeping system performance enhancement in line with budget. Responsible for protection system platforms, including settings, testing, and commissioning developed both internally and by contractors and consultants. (20%)
- Responsible for the development of the system protection platform for AVANGRID and coordination with global affiliates; including integration, settings, networking, engineering criteria, construction standards, design and equipment specifications, integration schemes, automation configurations, commissioning plans, and requirements for engineering suppliers and contractors. Oversee the evaluation and demonstration of new technology in terms of safety, cost and other efficiencies; and implement to enhance power system performance. (25%)
- Oversee engineering studies to evaluate equipment and protection system performance and effectiveness and analyze operational issues in support of system reliability and operational efficiency. Develop and validate information needed for engineering analyses and apply engineering judgment to solve complex technical problems. (15%)
- Provide expertise and guide the analysis of transmission fault event operations to ensure protection scheme operated as intended. Ensure clear and concise fault analysis reports to management depicting corrective actions and lessons learned when necessary. (15%)
- Represent the company on regional and national committees. (10%)
- Lead and guide the technical development of the Protection Engineering group. (15%)
- Cross Company Responsibility:
- As the primary protection engineering expert within the USA organization, provide a high level of consultation on diverse and highly complex problems, and on emerging technological, regulatory, or political issues.
- Work across Operating Companies, global affiliates, and with different departments both within and outside the organization.
- For Lead Engineers:
- Utilize knowledge to influence and guide department engineers.
- Provide technical leadership in complex projects that have a wide impact on the department

Required Qualifications
- Education & Experience Required:
- Bachelor of Science Degree in Electrical Engineering or Electrical Engineering Technology;
- Master's Degree preferred
- Professional engineering license preferred
- A minimum of 7+ years of technical experience in protection engineering or related field
- Expert knowledge of all aspects of engineering & design, national and international standards, and compliance requirements associated with power system protection
