Provide day-to-day leadership and oversight across all vendor activities, ensuring work is completed in alignment with ACS technical standards, project governance, and required deliverables. This includes close coordination with the ACS Project Manager, business owners, Solution Architect, and technical teams to resolve issues, clarify requirements, and maintain schedule integrity.
Manage the full lifecycle delivery of the ACS Data Warehouse, overseeing initiation, planning, design, development, testing, security certification, implementation, and transition to ACS support teams. The PM ensures compliance with ACS, OTI, NYC3, and citywide security and development policies, including AppScan/Veracode, RBAC, and data-handling standards.
Lead and coordinate the vendor team, including BAs, technical leads, developers, QA resources, DevOps engineers, and trainers ensuring staff meet the experience thresholds defined in the RFS (e.g., 7+ years DW experience, PMP certification, technical background, SQL familiarity). The PM must be present onsite at ACS at least three days per week, and five days per week during UAT and go-live.
Drive structured communication and governance, delivering weekly status reports, risk/issue tracking, updates to steering committee stakeholders, coordination of UAT readiness, and adherence to milestones such as requirements sign-off, design approval, testing completion, training rollout, and final transition. The PM ensures effective knowledge transfer and supports ACS during UAT, go-live, and post-implementation review.
Experience:
- Minimum of 7 years of experience in managing Data Warehouse projects
- The project manager is required to be technical and ideally with former SQL development experience in these technologies.
- Minimum of 7 years of experience in managing the delivery of web-based applications
- PMP certified
- Previous development experience in browser based and PL/SQL technologies is strongly preferred.
- Onsite at ACS offices at least 3 days a week, and 5 days a week during UAT and go live
- ideally have prior experience working on successful custom Java/Angular web applications for the City of New York and/or NYC Administration for Children Services.
