Job Duties

Ensures compliance with the Virginia Information Technology Agency (VITA) project management standards and procedures for development, enhancement, and maintenance of applications developed by Information Technology Unit (ITU) to deliver services that satisfy user requirements and ITU established standards. Provides project planning and management, complies with ITU best practices for application development, ensures production of quality deliverables, develops detailed knowledge and functional area expertise of business processes for supported Department of Corrections (DOC) units. Participates in teams and maintains positive, professional relationships with colleagues and customers. Manages performance, effectively supervises and develops staff. Demonstrates initiative, timeliness, self-professional development, strong oral and written communications skills. This position reports to the Operations Systems Manager and supervises two .NET Developers, a Business Intelligence Developer, and a Quality Assurance Analyst. Serves as a backup for the Application Development and Support Manager.

Minimum Qualifications

The incumbent needs to have a thorough understanding of and the ability to utilize the Systems Development Life Cycle (SDLC) and the principles and techniques of designing and developing multi-tier application systems. Knowledge of relational databases and supporting application design and development tools and languages. Knowledge concerning hardware, telecommunications and web technologies. Knowledge of Azure DevOps. Knowledge of Azure cloud technologies. Demonstrated ability to create professional written deliverables that document SDLC tasks. Professional initiative skills. Professional oral, written, and interpersonal skills. Multi-tasking skills. Demonstrated ability to use time efficiently.
