Job Summary:

This position will support an intelligence agency s Center for Security Evaluation in providing ICD 702 mission support and guidance to the USG Technical and Signals Security Countermeasures (TSSC) community. This involves providing services in research and reviewing the design, development, and implementation of technical surveillance countermeasures for SCIFs and U.S. diplomatic buildings. This position involves working with teams of architects, intelligence analysts, and technical security engineers to evaluate designs for potential security vulnerabilities as well as formulate/research recommended countermeasures and policies. This includes, but not limited to, assessing leading-edge research in electrical power systems, energy storage technologies, building management systems, and architectural designs in the context of security vulnerabilities and practical countermeasures applications. Successful candidates in this position will have the ability to communicate with executive leadership regarding matters of significant importance to the organization/project.

Responsibilities Include:

  • Work with TSSC organizations, intelligence reporting, and external stakeholders to define technical requirements, needs, or problems.
  • Analyze intelligence reporting for TSSC-related vulnerabilities and risks and develop relevant technical analysis products to address the threats and vulnerabilities.
  • Provide technical oversight to security research activities in fields of electrical, acoustic, optical, and radio frequency countermeasures domains.
  • Review construction blueprints and designs of IC, SCIFs, and U.S. diplomatic facilities for compliance with security requirements and provide recommended solutions.
  • Respond to requests for information on potential technical security vulnerabilities.
  • Leverage your engineering expertise to provide input to draft policies, best practices, and studies.
  • Work collaboratively across multiple U.S. Government IC agencies and Department of State to successfully advocate practices, new concepts, and approaches.

Basic Qualifications:

  • Must have TS/SCI with CI Polygraph
  • Bachelor of Engineering degree and 12 15 years of prior relevant experience or Masters with 10 13 years of prior relevant experience
  • At least 5 years experience performing or reviewing technical research in TSSC or general engineering fields.
  • Understanding of ICD-702 and ICD-705 and applying them to real-world scenarios.
  • Experience reviewing and analyzing intelligence reporting on scientific/technical topics.
  • Capability to resolve highly complex problems using significant applications of technical knowledge, conceptualization, reasoning and interpretation.
  • Excellent written and interpersonal skills with the ability to articulate technical concepts and solutions to both a technical and non-technical audience.
  • Must have TS/SCI with CI Polygraph

Preferred Qualifications:

  • Experience reviewing and analyzing intelligence reporting on emerging technologies.
  • Deep understanding of electrical power systems and energy storage technologies.
  • Deep and practical understanding of secure USG facilities construction, maintenance, and operation in domestic and overseas environments.
  • Experience in conducting Technical Surveillance Countermeasures (TSCM) surveys.
  • Experience installing/designing secure power systems for Intelligence Community facilities and/or US Embassies.
  • Experience performing collection or analysis of TSSC-related intelligence products in at least one of the following technical domains: acoustic, electrical, optical, and radio frequency (wireless) domains in current or prior roles.
  • Demonstrated ability to develop solutions that are highly innovative and achieved through research and integration of best practices.
  • Experience with reading and interpreting blueprints and design documents for large, complex facilities
