ICF's digital transformation and IT modernization division is seeking an IT Asset Management (ITAM) Consultant to support strategy development, platform evaluation, and implementation planning for a federal civilian client. This role requires hands-on experience with Software Asset Management (SAM) and exposure to Hardware Asset Management (HAM), with responsibilities spanning data collection, analysis, platform assessments, and roadmap development. The position emphasizes technical execution, reporting, and collaboration in a client-facing environment.

The Work:
  • Support development of an enterprise-wide IT Asset Management (ITAM) strategy, including governance models, compliance frameworks, and lifecycle processes for SAM and HAM.
  • Conduct data collection, license reconciliation, and compliance analysis to assess the client's current ITAM posture.
  • Assist with market research, tool evaluations, and analysis of alternatives to support platform selection.
  • Contribute to the development of high-level implementation roadmaps using phased Agile approaches (research, prototype, production).
  • Support integration planning between ITAM platforms and enterprise systems such as ERP, procurement, and IT service management.
  • Prepare draft deliverables, including assessment reports, evaluation matrices, dashboards, and client presentations.
  • Collaborate with senior team members to identify optimization opportunities, risks, and recommendations.

What you must have
  • Bachelor's degree in Information Technology, Business, or related field.
  • 3+ years of experience in IT Asset Management, Software Asset Management, or a related consulting role.
  • 2 + years working with of ITIL, ISO/IEC 19770, or similar ITAM frameworks.
  • 2 + years working with federal civilian requirements, including OMB guidance, FedRAMP, and NIST standards.
  • 2+ years of experience with data analysis, license reconciliation, and asset inventory validation.
  • 3+ years of experience with Excel or similar tools for reconciliation, dashboards, and reporting
  • 2 + years of experience in clearly documenting findings and supporting client-facing deliverables.
  • Must reside in the United States and be able to obtain and maintain a Public Trust clearance.

What we'd like you to have
  • Prior consulting experience supporting federal IT projects.
  • Exposure to ITAM/SAM platforms such as ServiceNow, Flexera, Snow, or similar.
  • Knowledge of SaaS, cloud, and hybrid licensing models, including AWS, Azure, and Google Cloud Platform.
  • ITIL Foundation certification or Certified Software Asset Manager (CSAM).
  • Experience working with procurement, finance, or vendor management stakeholders.

The pay range for this position based on full-time employment is:
$98,124.00 - $166,810.00
