Service Description: Business Analyst for Web Application

Description of Services

The Engineering Department, Operations Division Engineering Solutions Unit (ES) The

Engineering Solutions Applications group supports project delivery and reporting through

consultation, development, testing and implementation of system applications and workflows.

The group maintains and supports various Engineering Department platforms and acts as the

department's liaison with the Technology Department. The Engineering Solutions Unit is seeking

an individual to fill an on-site position for Business Analyst for Web Application., as outlined

below.

Below are consultant services and the required experience and qualifications to perform these

services.

Consultant Services

Services to be performed by the candidate may include, but shall not limited to, the following:

Gather intelligence from subject matter experts and administers about needs and future

improvements.

Assist in eliciting, documenting, and analyzing requirements for software projects,

includes conducting stakeholder interviews, workshops, and analyzing existing

documentation to ensure a comprehensive understanding of the project scope.

Work closely with system owner and end users to assess their current software

development processes and identify areas for improvement and optimization. This

involves analyzing workflows, identifying bottlenecks, and recommending strategies to

streamline processes and increase efficiency.

Manage change request and define the change implementation with steering committee.

At the direction of the Authority and in coordination with the Application group Project

Manager, collaborate with in-house/off-site development team to translate business

requirements into detailed functional specifications. This includes documenting user

stories, use cases, and acceptance criteria to guide the development team in building

applications/workflows that meets the business needs. The applications/workflows

include in-house full-stack developed web application in .Net/React framework, and nocode/

low-code solution built in the enterprise platforms, including but not limited to

Microsoft SharePoint, Microsoft Power Platforms, OpenText Content Server, and

eBuilder.

Develop, enhance and maintain the Power BI reports and SQL Server Report Services

(SSRS) for Engineering applications.

Help to prioritize requirements based on business value, risk, and feasibility.

Engineering Soluon

Assist in defining a comprehensive quality assurance and testing strategy to ensure the

application/workflow meets quality standards and fulfills business requirements. This

includes defining test plans and test cases, conducting testing activities, and collect test

user feedback throughout the development lifecycle, and perform code compliance

review.

Prepare user guide, user training material, and provide in-person/online user training.

Provide general Engineering help desk support as a member of the Apps Support Team

Education, Qualifications, and Experience:

To be considered for the services the candidate must demonstrate the required education,

technical qualifications, experience, and soft skills outlined below:

REQUIRED Education, Technical Qualifications and Experience

1. Must possess a bachelor s degree from an accredited college, and
2. Minimum 2 years solid experience in Business Analysis for full stack web application

development project, and

1. Minimum 2 years solid experience in Business Analysis for online/in-house hosted third

party enterprise platform application development, and

1. Minimum 2 years solid experience in database querying and data profiling in a

Microsoft SQL Server environment, and

1. Minimum 2 years solid experience in report development and support using Microsoft

SSRS, and

1. Minimum 1 years experience in report and dashboard development and support using

Microsoft Power BI, and

1. Minimum 1 years experience in system workflow and diagram design and

documentation using Miro or Microsoft Visio, and

1. Minimum 1 years experience with version control and task management platform Azure

DevOps, and

1. Demonstrate proficiency with SDLC methodologies and understanding of programming

logic (e.g., conditional statements, loops), and

1. Ability to analyze and interpret data flow diagrams, ERDs, and integration points

between systems, and

1. Demonstrate proficiency with Microsoft Office 365 Suite, including Word, PowerPoint,

Excel and demonstrated proficiency with Adobe Acrobat Pro

Engineering Soluon

REQUIRED Soft Skills

Strong system analysis skills able to produce concept/scope documents, use case and

system requirements documents, and

Self-motivated with the ability to prioritize multiple tasks, meet deadlines, and manage

changing priorities.

Preferred Technical Qualifications and Experience

Below are preferred technical qualifications and experience, but not required.

1. Demonstrate proficiency in Enterprise Content Management solutions such as OpenText

and SharePoint.

1. Experience with UI/UX design in Figma or similar platform is highly preferred.
2. Experience with API testing tools (e.g. Postman) and automated testing tool (e.g.

Playwright).

1. Experience with data ETL process using Microsoft SQL Server Integration Services

(SSIS).

1. Experience working with eBuilder is highly preferred.
2. Experience working with support of construction industry project management, document

management and financial reporting systems.

1. Knowledge of DocuSign.
2. Experience working with large public government agencies or utility organizations, a

plus.
