POSITION UNIVERSAL Technologies is seeking a Business Analyst to support an enterprise level payroll and associated applications. The ideal candidate will have experience as a Business Analyst in payroll application projects to analyze, document, and enhance payroll-related systems and processes. This role involves close collaboration with technical teams and business stakeholders to drive accurate requirements gathering, documentation, testing, and implementation.

- Bachelors or Masters Degree in Computer Science, Engineering, or a Technical/Business discipline

- Excellent understanding of the systems development lifecycle
- Experience implementing tax updates in a government or civil service environment

- Proficiency in MS Office 2010 and later, including Visio, Excel, Project, and Access
- Must have experience working on large Scale Payroll applications
- Must have experience writing and executing back-end/database queries for data analysis (DB2 on Mainframe)
- Knowledge of PMS and PPMS (payroll processes), NYCAPS (personnel), CityTime (timekeeping), and CHRMS reports
- Experience with IBM Mainframe environments, QMF, SQL, and MS SQL Server
- Understanding of relational databases (e.g., DB2)
- Ability to run back-end/database queries for data analysis (DB2 on Mainframe)
- Strong problem-solving skills with a focus on technical compatibility and user satisfaction
- Experience in time management, planning, and status reporting
- Analyze and document business requirements
- Author and review functional and technical specifications with both business and technical teams
- Develop specifications for PMS modifications, including tax parameter updates on transactional and pay calc-based reports
- Collaborate with technical analysts to identify and resolve application issues
- Support system testing activities, including writing and executing test cases and documenting outcomes
- Assist or conduct user acceptance testing and coordinate end-user testing efforts
- Run business event processing simulations to validate system changes
