Job Description:
Senior Capability Manager

Location: Telecommute

Contract: Through End of Year (High likelihood of extension)
Project Overview

This role supports the build and implementation of a system designed for Home and Community users to engage with members in care management programs.
Team Structure
  • Size: 20 members
  • Composition: All team members are Capability Managers focused on requirements gathering, project management, and go-live coordination with technology partners.
  • Skill Set: Business-side capability management (no developers or technical PMs).

Key Responsibilities
  • Develop and implement operational business requirements, including technology needs, to ensure optimal design.
  • Align business strategy with product design, development, and lifecycle management.
  • Deliver sustainable, financially sound solutions that enable successful product delivery and internal performance.
  • Represent and communicate vision and scope to working teams; support prioritization of capabilities.
  • Lead generation of product design and experience requirements.
  • Drive stakeholder discussions to capture requirements and ensure alignment.
  • Translate capabilities into features and working products.
  • Manage timelines and schedules for product requirements and implementations.
  • Ensure operational readiness during execution phases.
  • Partner with leadership on technology expansion decisions.
  • Work cross-functionally to understand complex business models and analyze performance data.
  • Act as liaison between executive leadership and operational partners.
Required Qualifications
  • Undergraduate degree or equivalent experience.
  • 5+ years in healthcare, managed care, health insurance, or related data/business operations.
  • Strong leadership in cross-functional environments.
  • Critical thinking, analytical, and problem-solving skills.
  • Excellent prioritization, organization, and communication abilities.
  • Experience influencing and driving performance in direct and matrixed settings.
  • Ability to facilitate process discussions and impact analysis.
  • Skilled in developing program artifacts (use cases, project plans, financial assessments).
  • Strong presentation skills for executive and C-suite audiences.
Preferred Qualifications
  • Experience writing clear, detailed requirements.
  • Research skills for business and user needs.
  • Familiarity with development methodologies.
  • Background in Enterprise Clinical Services.
  • Process design experience.
  • Strong financial acumen.
  • Ability to influence without formal authority.
