Educology Solutions is seeking a highly skilled Senior Cost Allocation Analyst with extensive experience supporting local and state government initiatives. The ideal candidate will bring hands-on expertise in Cost Allocation Plans (CAPs), Indirect Cost Rate development, and administrative claiming. This individual will also have proven experience in preparing and reconciling Indirect Cost Rate Proposals for federally funded entities ideally including work consistent with Federal Transit Administration (FTA) guidance and presenting those proposals to senior leadership.

Position Duties
Develop, implement, and maintain Cost Allocation Plans (CAPs) and Indirect Cost Rate systems for state and local government agencies.
- Review FTA recommendations and apply them to the client s Indirect Cost Rate Proposal and methodologies, including:
- Reconciliation to audited financial statements.
- Identification and documentation of non-allowable costs.
- Recommendations for treatment of indirect rate reconciliations in subsequent years.
- Create and refine the client s Indirect Cost Rate Proposal, conducting an organizational review by operating unit.
- Recommend and document appropriate cost allocation activities in collaboration with administrative offices; analyze and document statistical bases.
- Prepare updated Indirect Cost Rate(s) and carry-forward rate adjustments for submission by the required FTA deadline.
- Present the Indirect Cost Rate Proposal and finalized rates to the client s financial organization in both oral and written formats.
- Provide back-up support during FTA reviews and audits on an annual basis.
- Conduct time and effort sampling, prepare detailed financial reports, and assist with monitoring and audits.
- Partner with client leadership to streamline billing processes, develop reporting protocols, and improve financial management efficiencies.
- Collaborate with internal teams and external stakeholders to address cost allocation questions and support strategic initiatives.
Required Experience and Qualifications
- Bachelor s degree in Finance, Accounting, Public Administration, or related field (Master s degree a plus).
- 10+ years of progressive experience in:
- Developing and implementing Cost Allocation Plans (CAPs) and Indirect Cost Rate proposals within a state or local government setting.
- Reconciling indirect cost methodologies to audited financial statements and identifying nonallowable costs for federal claiming.
- Preparing carryforward adjustments and updated indirect cost rates in alignment with federal agency submission requirements.
- Leading organizational reviews by operating unit and documenting allocation statistics to support indirect rate proposals.
- Presenting complex financial analyses and recommendations to senior leadership teams.
- Providing technical assistance to agencies on cost allocation, indirect activities, and compliance with OMB A87 / 2 CFR Part 200 regulations.
- Strong analytical and problem-solving skills with the ability to interpret complex financial data and recommend improvements.
- Excellent written and verbal communication skills; proven ability to translate technical concepts for non-financial audiences.
- Local candidates in the Metro DC area strongly preferred; ability to travel to client sites as needed.
Preferred Experience
- Hands-on support of federally funded initiatives such as transit, child welfare, or Medicaid programs.
- Prior consulting experience with state or local agencies, including implementing process improvements and financial systems to support indirect cost recovery.
